Could've been really good, but you can see from the start how bad the RNG is. Your guys with bolt rifles and high accuracy/proficiency in this same weapon seem to have a 1/3 chance to hit enemies whom from the distance you just missed will be able to sprint forward and have a 1/2 chance to hit you with a pistol.
I went from "Don't have a feel for this type of thing" to "OK, might just give it a try", then "Well, there's something in the game", and now, I play it everyday.
I finished this game. About half way through it I just got fed up and sped ran the final stage. The game is too long, the stages are annoying, the camera UI and everything fight you into an unfun gameplay. I loved JA2 and BIA and this was a massive let down for me. I'm glad I did not buy it at launch or for co-op play. I am never playing it again. Buy at your own peril.
Maybe I'm just not good at this type of game (which is definitely not true, if this game is considered like XCOM or Age of Wonders), but I found this game maddeningly inconsistent. Enemy cover completely shields them from all attacks, but your cover? Sorry, not a thing. Also, the game gives you no indication of your shot success percentage, other than the character saying "maybe I can hit that" or "I can't hit that", but neither have any real difference, as far as I can tell. The game also makes a big deal out of stealth kills being a thing, but every squad is filled with 4+ enemies who are constantly looking at each other, making it so that you can never pick off anyone without them noticing. I suspect that the game gets better (it has too), but I'm not willing to spend more time save scumming a mission only to get eviscerated by missing every shot.

In all the ways that are good, this is very true to Jagged Alliance 2. The map was a little harder to use, I guess.
