This game makes me wish there was a middle option for a review. This game scratches a particular itch for me in terms of handling police matters in a dynamic open world. However, I am only actually able to enjoy the game by cheating, because many of the mechanics of this game piss me off so much. The gunplay in this game is just bad, it's cumbersome to control as is much of the restraining system. The driving in this game isn't much better. My car feels floaty meanwhile I watch a van I'm pursuing go 20 to 100 within 2 seconds while I'm barely accelerating. The voice acting is.....I can't tell if it's poor direction or just AI. Also, for some reason, when it rains and I'm in a pursuit in a car my frames just drop. Couldn't tell you why especially with a game like this, my specs shouldn't be struggling. And also it really pisses me off when I'm in the middle of stopping a burglary and then one of the scripted 911 calls happen and completely lock me out of completing the task I AM CURRENTLY HANDLING. Like that's great, I'm glad I'm just letting these two guys go now. I wanted to leave a feedback/bug report on the discussion page but the cowards made it so only group officers can make discussion posts. That's what spurred me on to make this review in the first place. TLDR: I cannot recommend this game unless it's on sale. A good sale.

Reminds me of Crackdown in ease of play of top down 3rd person open world minus the jumping. I like the police theme. I probably spent several hours just giving out parking tickets. So satisfying. Gun play is pretty good. AI has auto-aim so be careful with cover. The arresting part can get tedious and annoying especially when you need to deal with 3+ criminals. I gotta detain one, immediate resolve, then run after the others etc.. Kelly is pretty decent in doing paperwork, K9 can't do much except chase downs. Maximize points gets difficult. The ID check takes forever and 50/50 I actually get a prior offense. The police cars have good power but really bad turn radius. I couldn't get use to using the handbrake, I end up crashing into everything any way. That said though, you can pull first place/gold in the races and trials without it.

A very unique game that manages to tick a lot of boxes in terms of what makes these games fun. The mission/shift cadence can be a little frustrating at times, forcing you to break up sessions, but understand its place and reasoning behind it. Been plenty of good updates and growth for the game and still plenty of room to go from here.
