Released in 1995, "Romance of the Three Kingdoms Ⅴ with Power Up Kit" is the enhanced version of the 5th release in the Romance of the Three Kingdoms series. It places more focus on the common people with "Fame," which was an indicator of how well the Ruler grasped the hearts of the people.

First of all, let's clear up some confusions regarding platform and locale support: this game is playable on Windows 10 in the English locale. The only garbled text appears in the window's title bar and the exit popup dialog, and there is no other option for displayed language than Japanese. The game is not playable with a DualSense controller, so expect a lot of point and clicks when playing this game. Although it is called "Romance of the Three Kingdoms V with Power Up Kit", the only version worthy of the title, in my opinion, is the one released for the PS. The PS version is superior and more polished than the PC version, that it is almost like a different game: from the opening and closing sequences and the scenario movies to the monthly actions interface and the 1v1 battles, the PS version just feels a lot more immersive, ergonomic and pleasant to play. Sure, the Power Up Kit adds a few opening scenarios that are not found in the PS version, and the idea of the mini characters on the dashboard that one can click on for details is neat, but in the PS release a unit on the field that has finished its move is grayed out for clarity, and the music is retouched to have a better sound quality and composition of instruments. There are still other minor improvements that I have since forgotten or are better explained with a video. Unfortunately, I wasn't able to find a comparison video online, so I'll post below two YouTube links that demonstrate most aspects of the PS gameplay experience: https://www.youtube.com/watch?v=8x3yzs-FVlo https://www.youtube.com/watch?v=cEEuqQ73esc
Money better spent somewhere else. Thinking that this is nostalgic was a very bad decision for buying this
