This is a dog-eat dog world of corruption, murder and sex – and as the new kid on the block you’re looking a little like ‘milk on the bone’!
Being familiar with the first title, Constructor, since childhood, I was naturally curious about its sequel. Released as Constructor: Underworld, Mob Rule, or Street Wars depending on the region, this is the follow-up to the somewhat obscure 1997 classic. The original game - let's simply call it Constructor '97 - is a unique strategy classic despite its notoriously steep learning curve and the absence of a proper story-driven campaign. Mob Rule attempts to address that by introducing a structured campaign, but at the same time it pushes the difficulty to an entirely new level, which is rather ironic considering that excessive difficulty was already one of the biggest complaints about the original. The sequel makes several significant gameplay changes. In Constructor '97, workers required a foreman to construct buildings, and only the foreman could capture enemy properties. Mob Rule removes the foreman entirely, making workers responsible for both construction and capturing enemy businesses. Several stylistic changes were also introduced. Hippies have been replaced by hookers, the fixer has become a plumber, and the thief has been replaced by a priest (which cracks me up actually). Psychos, ghosts, and troublemakers all return with roles similar to those in the original game, although every "undesirable" now has only two abilities, making them somewhat less versatile than before. At first glance these changes might suggest that the game was streamlined and made more accessible, but in practice the opposite is true. Since the campaign is entirely mission-based, you'll constantly face objectives that range from straightforward tasks such as constructing a specific building to brutally demanding challenges with strict time limits. Some missions require you to capture multiple enemy businesses, report back to the Don, and bury several gangsters in your cemetery, all within a very short period. One mission that perfectly illustrates the game's balance issues is "Dead Dog Ditch 5", where you're required to eliminate every enemy unit and destroy every enemy building while simultaneously avoiding the police, who can arrest both your gangsters and your undesirables. Completing all of this before the timer expires feels less like a strategic challenge and more like a test of trial and error. And then the next set of missions are way easier compared to this one. Another major issue is the campaign's lack of clarity. Many objectives provide only vague instructions, leaving you to figure out the required mechanics by yourself. Normally I don't mind experimenting or spending extra time learning how to progress (in fact, I enjoy challenging strategy games), but Mob Rule often combines cryptic objectives with overwhelming enemy pressure. In several missions, your opponents start with a much stronger position, more gangsters, and greater map control, giving you very little room to experiment before everything falls apart. This, in my opinion, is the game's biggest flaw. That said, I certainly had fun with several missions. Planning an efficient strategy and finally overcoming a difficult objective can be extremely satisfying. Unfortunately, the campaign also becomes repetitive at times, and many missions feel heavily scripted, whilst certain missions are quite straightforward, but unnecessarily long. Deviating from the intended solution often results in an almost inevitable game over, which discourages experimentation. Fortunately, many of the mechanics that made Constructor '97 so memorable remain intact. Gangsters can still upgrade their arsenal, tenants continue to complain about poor living conditions, plumbers prevent buildings from deteriorating, dogs are excellent for protecting your businesses from enemies, monthly expenses must still be paid to avoid bankruptcy, and tenants remain your primary source of workers. Fans of the original will immediately recognize the core gameplay beneath the new mafia-themed setting. Overall, Mob Rule remains a fascinating hybrid of real-time strategy and city-building simulation. Despite several questionable game design decisions, it's unlike almost anything else in the genre. Its distinctive characters, dark humor, MIDI soundtrack, and overall atmosphere still give it plenty of personality, making it an enjoyable experience for players who appreciate this era of PC gaming. In the end, System 3 eventually returned to the original formula with Constructor Plus, an expanded remaster of Constructor '97. Personally, I believe that's ultimately the better way to experience this style of game, as it retains everything that made the original special while avoiding many of the frustrating design choices introduced in Mob Rule. Conclusion: 6.5 out of 10.

Weird and wonderful britjank from before starcraft made RTS bland
Straight forward time management an city building game. Has challenges and different goals for each level. easy mode is actually easy where as hard is as you might think hard. game is fun for its straight cut money making format. it is possible to max out the money and what not. takes hours of play doesn't progress when its off. its a true hands on set up real time of play only. you can speed stuff up but the game is overall fairly fast paced.
Classic Game, make some workers, upgrade your businesses and cause some mayhem!
Currently unplayable because of a scroll mouse speed bug.
