Genre
Ein First Person Story Driven Adventure/Walking Simulator
Story

Don't get papercut!
For such a basic game, it's pretty buggy. Some papers are completely inaccessible. A handful of doors don't render properly. Papers scan the wrong side up. Don't expect much from this game. The big reveals are lackluster, and even the basic "insert papers" mechanic doesn't go beyond color/name matching.
A garbage game that is halfway broken. The controls are horrible. I honestly don't know what this is supposed to be, there is absolutely no sense of direction in what you're supposed to do, I truly have no idea what you're meant to do and I'm not really interested anymore. It feels like a throwaway project.
Follow "First Person Exploration and Puzzle Games" for more games like this!
It's just awful. At first the game seems broken because the controls are not explained and the UI is completely unintuitive. When you finally figure out how to play, the gameplay consists of walking from one copy+pasted room to another, clicking on dozens of pieces of paper looking for the one with the correct name on it. As far as I could tell, that's the entire game. Avoid.
Insert Paper was suggested to me as a horror game. While I enjoy the weird alternate history world it presents, the gameplay leaves much to be desired. Mindlessly picking up papers to find the right one suggested bya computer terminal is horror via bureaucracy, which isn't really horror. Maybe if I complete more mind-numbing searches, the game opens up and becomes a full-on horror extravaganza. I'm not holding my breath.
Insert Paper is yet more cheap nasty Russian copy+paste shovelware from serial offenders, Droid Riot/Trinity Project. This time it seems to be a genuine attempt to make a video game, although it's still, unsurprisingly, cluttered with a whole bunch of stock assets, assembled badly. On the upside at least you can change the resolution and controls for this one, implying maybe someone else did some of the game. It's a basic premise done badly, you're captured or something (hard to tell what's going on at any given time) and put in a simulation of a 20th century office, where you must do some routine tasks/puzzle solving. The concept might even work if this was put together professionally. This game is not put together professionally. It's a clunky mess, if you can put aside the cheap nasty stock assets they stole to make the game, it's badly assembled. Some things bug out and can't be interacted with. Opening doors sometimes lurches you into a black screen (which is a loading screen, but you will be wondering if the game had crashed or not). Inventory management and control handling are a disaster. So this is pretty much square in the middle of what we've come to expect from Russian asset flippers. Asset flippers? Yep, and there's proof. Droid Riot/Startreming/Trinity Project have shown a repeat pattern of unethically dumping other people's work onto Steam as a cheap, nasty cash grab, through this account or through closely linked/alt accounts. The game features lazy low-polygon "retro" assets, making this look like a barely functional 3D game from the mid 2000s. It's unclear why the developers weren't able to arrange high quality, high polygon count contemporary assets for the game, and also irrelevant... what matters is that this looks bad as a result of their decisions, a compromise PC gamers shouldn't have to put up with. These technical defects push this game below acceptable standards for any modern PC game. The poor quality of this game is reflected by how many people spent time with it. At the time of this review, SteamDB shows the all-time peak player number was only 4 players. This is a remarkably low number, and now, the only player activity occurs once or twice a month, presumably someone loading it up to see what it is then quickly uninstalling it. Considering there's over 120 million gamers on Steam and well over 50,000 games for gamers to choose from (over 9,000 completely free titles), the overwhelming lack of interest in this low quality game is to be expected. It's also important to note the "developer" here has connections to a number of shady Russian asset flippers and review manipulators who show an organised pattern to scam and defraud gamers with fake reviews and asset flipping the work of others for profit. While reviews are about the games, gamers should be informed when developers act unethically. Whether these connections are the same developer using multiple accounts, or just working closely with other unethical developers, gamers should be warned about the harm to gamers by this developer and their associates. Buying games from unethical developers puts your money at risk. Insert Paper is relatively cheap at $3 USD, but it's not worth it. Given the defects and quality issues with the game, coupled with the unrealistic price, and the questionable ethical nature of the developer and/or their associates (as outlined above), this is impossible to recommend.
Profile Features Limited!
Valve have marked this game as "Profile Features Limited" at the time of this review. This is usually caused by poor sales figures and low community acceptance for the game (to date). Until this status changes, this game will not give you +1 to your Game Collector badge count, appear in profile achievements or any other Steam meta-accomplishments, nor can it be displayed in some profile showcases. If these factors are important to you, it may be worth holding off before buying this game.
Eh. It exists. The game tries to set itself up to be more than it is, but it only really lasts about a half hour or so, and that's just because the titular paper you need to insert is often twenty three rooms down the hall from the last computer you were at. There's nothing really... "bad" about the game other than there isn't much game to really play.
