The game is entirely decent, and I look forward to sinking many hours into it. But Ubisoft as a company is a poorly managed money hungry corp with no desire to assist or listen to its customer base. Perfectly acceptable to skip this and any other ubi games purely based on the rock-bottom performance of Ubisoft.

This game is easy, bland, and incomplete. Let's compare to 1800, no DLC just foundation. Easy: Needs and luxuries were combined, and you only need half of the next level of needs of each of the categories to upgrade to the next level of citizen. T-2 citizens unlocked bread and Garum. Don't have the fish resource on the island? Just make bread and ignore it. You'll probably make up the loss with other resources. This means that you inherently need less resources per island per tier of citizen. Citizen levels being capped at 4 and 3*2 means a lower maximum tier, and inherently less goods needed to reach it. Each tier requires the previous tier's goods plus their own. Thus it acts as a pyramid; an inch higher needs a foot wider base to support it, and this pyramid is about 4/5ths the height. Worse yet, the longest production chain is 7 unique buildings. Anno 1800's longest was 11. 7 Rivals with only one advanced rival means you only really have one rival you actually have to worry about. Proximity bonuses are neat, but end up outshining the citizen needs, especially the villa. This means you make more money than you lose by filling only half of the needs of the citizens, and putting the production buildings of the needs that are getting filled near their housing. You could make more by completely filling needs and using proximity, of course, but that isn't needed. Bland: The environment is fantastic and beautiful. The characters... The only way I can describe it is as though most of the characters are based of how random people looked cosplaying as Romans or Celts. The best it gets is decent, with the Alderman, Wader, Liberati, Calidus, both pirates, and Tarragon. The worst it gets is awful, starting to seem inhuman and step into the uncanny valley, with the protagonist, Nobles, Patricians, and Neferneru. Additionally, there seems to be a weird inability to make a young adult that isn't either mid to late 30s or 18-20. Plebians, Mercators, Arthr, and Dorian all have designs like they should be mid 20s, but aren't. As for personality, Latium seems lacking. Plebians are mild, while Equites and Patricians lack charm. Then there are the missed opportunities. Despite being set in Rome, there are nobody who looks like a classical philosopher. The Legionnaire trader looks soft and kind despite being the one to push for the violent route and being a Roman Legionnaire. The slaver pirate looks like a corrupt politician, not a ruthless slaver. The slave advisor is as bland as can be. There are only 7 rivals, and almost no portraits that aren't duplicated. Unfinished: Campaign finishes abruptly, the main source of tension just leaves. No real resolution. 7 rivals is far too few, two games and you basically played against them all. Only 1 advanced AI caps how hard you can make a game without another human player. Almost no unique portraits and few rival portraits to use makes it seem like they don't care enough to allow the player to express themselves. Missing Stamp tool means you will make each setup from scratch, though Copy lets you recreate it once you have it. Army is neat, but feels like a waste, as you only need them to fight other islands, otherwise you're better off putting that manpower into a ship to prevent them from landing. Ship Ballistae are near worthless. They deal slightly less damage over a slightly longer range. Since they go attack to the side, they might get a single shot in, but that doesn't compare to a ship that uses that slot for archers. But hey, at least you can make diagonal roads now.

i couldn't take more than an hour of this. i don't have prove when it comes to the use of AI, besides that infamous picture. when they said they would replace it with a hand drawn one, but they lied and just "fixed" the AI picture. This entire game feels uncanny. ngl.. the character animations, the art, the writing. it feels off. like watching an AI generated video. i have played every Anno game. But this just feels so off. cant say anything about mechanics, since i've only played an hour. what i CAN say is: optimization isn't there. like...at all.... 9070xt 7800x3d 64gb ram good ssd and motherboard. game skips between 60+ own to 20 fps randomly. when ray tracing is turned off, it's more consistent. drops still happen though. biggest issue is when zooming in. the game freezes for 5 seconds, drops down to 25 fps and stabilizes there. you are just not allowed to move the camera when zoomed in, because of you do: welcome to lagfest! i cant prove it, as i said, but the game feels like AI slop. unoptimized too pricey for what it is. i'd rather go and replay 2070, 1404, or 1800.
Wer Anno 1800 geliebt hat und dachte, Anno: Pax Romana würde daran anknüpfen, bekommt stattdessen eine Geschichtsstunde mit extra viel Leerlauf serviert. Statt "noch eine Runde" war mein Gedanke eher "reicht jetzt auch". Die Wirtschaft fühlt sich zäher an als römischer Beton, die Motivation verschwindet schneller als meine Denare, und irgendwann verbringt man mehr Zeit damit, auf irgendwelche Balken zu starren, als tatsächlich Spaß zu haben. Immerhin historisch korrekt: Das Römische Reich ist irgendwann auch untergegangen. Optisch ist es stellenweise ganz hübsch, aber schöne Säulen tragen eben kein langweiliges Gameplay. Nach Anno 1800 wirkt das hier wie eine Legion, die den Marschbefehl verloren hat. Falls das Ziel war, den Spieler Geduld wie einen römischen Senator zu lehren: Mission erfüllt. Falls das Ziel ein gutes Anno war: Da bleibe ich lieber bei Anno 1800. Müsst ihr wissen.
