Each mission is defined by its unique setting and features a formidable Titan and a narrative intricately tied to one of the seven deadly sins. Every map offers a distinct experience and challenge, ensuring no two missions are alike.
Unlike traditional city builders focused solely on population growth, The HELL challenges you to process these souls into Sinners—the essential workforce that fuels your hell city. As souls burst into your environment through the gaping maw of a Titan, they scatter and converge at a monumental structure known as The Purgatoria. Here, the raw, wandering spirits are queued for transformation, eventually forming the backbone of your infernal labor force. And when disaster strikes, feel the earthquake as the screen shakes, immersing you in the raw power of the underworld.
Before transformation, all souls are held in a designated area known as The Wait. This space is subdivided into three distinct zones—The Wait: Fire, The Wait: Ice, and the Blood Hall—each influencing the eventual form of the souls as they are processed. Here, every soul patiently awaits its fate, adding depth and strategy to your transformation process.
Resource management is key to building a thriving infernal hell city. As Hell’s Governor, you will strategically harness and utilize four primary resources—Blood, Waste, Cries, and Fears—to keep your city functioning and expand your dark domain. These resources are generated through specific buildings, and each serves a unique purpose:
Blood: Powers your city, maintaining its infrastructure and ensuring that everything runs smoothly.
Waste: The raw material necessary for construction and city development.
Cries: Used to nurture the Dreadful Tree, which unlocks new technologies and strategic options to enhance your city’s capabilities.
Fears: Required for invoking the power of the Seven Deadly Sins and unlocking new abilities to aid you in managing chaos.
Managing these resources effectively is vital for building your hell city, defending your city, and maintaining order in the face of the titanic forces that threaten to tear everything apart.
Moreover, you can monitor your resource flow—resources from mining and hauling are stored in your warehouse, making them readily available for construction and other operations.
Additionally, souls come in three distinct colors:
Blue Souls: These are the calm, obedient souls that satisfy your city's basic needs, patiently waiting to be transformed into Sinners or soldiers.
Yellow Souls: These souls are restless and nearly angry, signaling that they are ready to be processed as soon as sufficient space is available.
Red Souls: These are volatile and enraged. When fully incensed, they transform into sadists—ruthless entities that will steal resources and eliminate your valuable units.
And in moments of desperation, you may also gain random resources by sacrificing available units, such as Sinners or Soldiers.
Your hell city is never at rest. Dark forces and unpredictable chaos constantly threaten to unravel your domain. To counter these dangers, you can transform your sinners into specialized defenders—think of them as your infernal guardians.
These heroes can protect key buildings, calm unruly energies, and actively fend off emerging threats. Imagine your ordinary souls becoming swift, relentless protectors of your realm, standing as a bulwark against the encroaching darkness. By continually evolving and adapting your defensive strategy, you ensure that your city remains a bastion of order and strength amidst the eternal chaos of Hell.
To counter internal chaos, you can transform idle Sinners into specialized units:
Sentries: Act as guardians in your buildings to deter resource-stealing Shallow.
Sirens: Soothe agitated souls, reducing internal unrest.
Stalkers: Hunt and eliminate both Slitters and Shallows that threaten your order.
Unlock the full potential of your role as Hell’s Governor by activating unique skills tied to the Seven Deadly Sins in the Pandemonium. Each sin grants you a distinct ability that can dramatically influence your strategy and the fate of your hell city. Additionally, use the advanced Dreadful Tree technology to boost your city's performance and unlock valuable upgrades.
The Hell introduces a brand-new mode: Endless Mode. A casual, endless sandbox mode where you build a city in Hell. Start from nothing, grow your base, send tribute, and stack powerful passive cards. There is no ending—only infinite growth and ever-growing madness.

Every run begins with an empty hellscape. Place your first buildings, manage limited resources, and decide your early strategy. No presets, no safety nets, just you and a blank map in Hell.

While i enjoy this game it dives head first in the game with small tutorial but if you still don't know really what happening things can get out of hand really quickly and buildings will stop producing one thing another thing will stop producing or you can build certain buildings. and there alot of stopping and starting due to events. Having seen this at pax i enjoyed the vibe and look of it but it will take some time to get handle of the game
[Edited] The Hell is a visually interesting take on a standard city builder. The guided tutorial is excellent. It gradually introduces primary and secondary resource production. There is an interesting story unfolding as the game updates and promises a fulfilling ending. The game is Early Access and currently has the first 3 of 6 campaign mission maps with the promise of a seventh surprise mission map.

Bought it on impulse because of the trailer, stayed because I actually wanted to prove I could survive in Hell. The soundtrack gives me chills, and the sense of accomplishment after hours of chaos is real. Not perfect, but absolutely memorable.
It's very rare that I leave a review because, to be honest, I only ever read the first one or two top rated reviews and that's enough for me to decide on a game, so I don't think anyone will read my musings. However, The HELL deserves one of my rare rambling reviews. This game has the perfect mix of city builder, story growth, plus carnage to throw you off track and keep you entertained. Yes, the instant karma and destruction of your hard-earned hellscape because you made one mistake several moves ago drives you crazy. Yes, the fact that you can't do a proper save and have to start each level again when you screw up is irritating. But it's the good kind of irritating and annoyance. It's the kind that makes you scream at the screen in sheer agony, and then click start again. Graphics are okay to incredible (depending on element), sound I can't comment on because I turn sound off or on low on most games, movement around the screen can be a bit clunky (I wish I could rotate the map. Am I missing something or is this really not possible?) overall though, who cares? The actual game, the challenge and the storyline are gripping. Oh the emotions when you finally achieve a level! Bliss! You know you've got there through skill and commitment. There are 7 levels, I am only on level 2 after 13 hours of play. I have screamed "I blew up hell again!" over and over again in those 13 hours. It's worth every penny and the updates keep coming, so it's only getting better and better. I can honestly say, this is in my top 5 games of all time. I love every second playing it, even the frustration and the countless times I have blown up hell thanks to one misplaced choice at the start. Bloody love it. 5/5
I picked up The Hell out of curiosity and ended up sinking far more time into it than expected. This isn’t a cozy or forgiving city builder. The game actively wants you to fail — and that’s part of what makes it addictive. Disasters hit hard, resources collapse fast, and restarting with a better plan actually feels rewarding instead of frustrating. The atmosphere is the real standout. The soundtrack, art direction, and lore give the game a heavy, oppressive mood that fits the theme perfectly. It feels less like managing a city and more like struggling to keep a doomed civilization alive. Mechanically, it takes a bit to learn. The game doesn’t hold your hand, and early mistakes can spiral quickly. But once the systems click, every decision feels meaningful — especially when dealing with Titans, Sadists, and population control. There’s still polish to be done, but the foundation is strong. With Endless Hell mode and seasonal updates coming, this feels like a city builder that’s only going to get better over time. If you enjoy challenging strategy games with dark themes and don’t mind losing a few cities along the way, this is absolutely worth checking out.
I see what they were going for but as of right now this game is barely playable. It starts out fine but then you're hit with "by the way, you're already struggling for resources but now you have to get even more for these offerings." Pretty soon after you're hit with "by the way, now you have this giant boss to worry about. Getting resources is nearly impossible but now everything you've build can be destroyed." Not long after that it's "by the way, this giant boss monster is about to destroy everything unless you destroy it first. We're going to make sure you can't generate resources fast enough to match it so game over." There's way too much going on and you get absolutely nothing to help you keep pace with every new thing they throw at you; and that feeling just gets worse when you realize the giant boss monster just destroyed a lot of vital building you now have to fall behind in most every other area to rebuild. Don't get this if you want a fun city building game; get it if you want to add layers of stress to a game,
Overall the game is still pretty early in the stages, have some flaws, but still fun! If I were to give my honest opinion, I think the narrative element gives the game more depth and purpose behind actions, which is pretty neat. I was indeed enticed to continue as the story progresses, each choices made did majorly affect what happens in the next part! The graphics is nostalgic, reminds me of those old PS games, simplistic yet defined. For a city building sim, it can be a little fast paced, but I personally still enjoyed it! That being said, issues definitely still exist (after all, it is still in early access so I look forward to see iterations soon!). One of the biggest flaw for me is the inability to disable the tutorial phase completely. Why would I want that? I played through 3 runs, each getting better but always being handicapped at certain parts of the game. This means certain functions (such as the upgrade system for buildings) could not happen unless I finish the previous step. This meant I couldn't have the freedom of managing the buildings and was forced to go through the tutorial again and again. The second thing i noticed that was initially a nuisance but eventually becoming an issue is the inability to remove / destroy the already broken buildings. This meant those areas are no longer available to be repurposed for other usage. (IF this is suppose to be a thing, then to me it doesn't feel fluid as a city building sim, but it is my personal opinion) All in all, would recommend to play but if you are a person who prefers slower paced building OR prefer to play when certain features are implemented in the future, then I suggest you wait for more updates! Looking forward to see what's to come~
