Fun, fast, very good
Caveat right up front. I bought this game for under $10 on a heavy sale, so it's still fairly fun, if you think of it as a shallow Civ clone. However, had I paid full price I would have felt very disappointed. It really is just a Civ clone with a card game bolted on, designed to be very short to mask the lack of depth. The game will be over very quickly, and they even warn you that if you choose to continue playing after a winner is declared that there may be balance issues. That's a clever way to inform the player that it's intentionally short, because making a full-length, fully balanced game is much more difficult. This is my main gripe with Roguelites (which this game is in spirit). Make the player play the first hour endlessly, and paint it as an intentional game mechanic, because creating a fully deep, and long game is so much more costly, and time consuming. If you get this cheap, you'll love it. If you want a real, fully developed city builder, this will piss you off.

Purchase at <=$5. Wait for the sales, they are common enough. Game accomplishes what it sets out to do without any deal breakers - a ~1 hour light version of Civ built around deckbuilder mechanics. The UI is subpar, looking at units and playing cards that interact with units on the map is a pain, but aside from that issue, the UI is completely functional. Replayability isn't that high, but the aforementioned sale prices ensure you get your money's worth for the novelty value.
