I'm leaning more towards giving this a neutral review, which is something I wish Steam reviews actually allowed you to do. Touhou ~Red Empress Devil is a game that has a lot of potential on paper. Think of Enter the Gungeon meeting Touhou. The insanity and sheer velocity of danmaku hell combined with the random nature of roguelikes. I do love the look; the pixel art is insanely well-done and cute as well. It becomes rather evident that the developer has a lot of love towards Touhou Project. I wish I could continue being positive, but where this all falls apart is how unremarkable and unbalanced the experience is. Certain characters, such as Cirno, Mokou, Kaguya or Sakuya, basically destroy any enemy and boss with ease. While the likes of Chen and Rumia struggle against the very first boss. Obviously with someone like Cirno, you are initially forced to be more tactical due to her weak firepower, but she can freeze, or rather slow down, the enemy with her ice attacks. But that becomes moot rather quickly, because with a few power-ups she will be melting the enemy anyway. Runs feel the same; there is very little variety outside of the enemy placement and loot you get at the end of each room. You are sometimes given the option to visit the local shop, but outside of my initial run, I found this feature to be completely worthless, and the shop prices dictated by Nitori are ridiculous – not to mention how quickly your money caps at 999. It is definitely more rewarding to go for the 2-star rooms for better loot and power-ups, because it isn't that much more difficult than wasting your chances at the 1-star ones. You will still fight the same bosses, who can be decimated in mere seconds before they even get the chance to initiate their spell card attacks. I can give it some slack, since this game is based on Touhou 6, arguably the most influential and well-known entry of the series, but I would have loved the idea of having more bosses and dungeons from other games to spice things up a bit, especially when the developer made sure to include fan favourites from later entries, mainly from Touhou 7-8. I thought doing a full no-hit run would reward me with an extra fight with, you know, Flandre (if we are being accurate to Touhou 6), but nothing. It's just so brainless, and you can finish a run in mere minutes with little to zero effort. Successfully finishing a run doesn't net you any permanent upgrades or changes to the experience, level layout, or anything. I do see the potential in Touhou ~Red Empress Devil, but given how the game was seemingly abandoned by its developer, I am not getting my hopes up, and neither should you. And that's a shame, because I had some fun and motivation going for 100% completion while listening to a podcast or two during the evening, and I didn't regret buying it on sale. There is a great premise here, but ultimately it is wasted potential.

This game's not worth $9 even with discount. There's no variety in level layout because you'll be fighting the same 4 bosses, no matter what characters you play as and what build you decide to do. The game's too easy to be broken and can be finished in 15 minutes.
