A decent attempt at recreating the look of GTA 2 but didnt got the feel just right. The driving is weird and very floaty, which isnt great considering that's what you will be doing most of the time. The shooting is at least fun, with a great variety in weapons. The game is very short, so it doesnt overstay its welcome and cheap, so i would say it's still worth a try. +enterable buildings +fun missions +radio reminiscent of gta games +interesting artstyle -forgetable story -uninteresting city -bad enemy and civilian AI

Game crashes every time I opened it. Getting in cars, getting in buildings, etc. Can't experience anything of it. So far the controls are really cumbersome. Weak animations. Low tier game made by Game Maker on an afternoon. Don't buy!

Urgh. I really would like to give this game a thumbs up for the effort, because the dev really had a passion for it. You see it with things like the user manual, the shop names, the radio stations, the NPC dialogues, explosions leaving blwon off arms and legs behind etc. But as much as I would like, I can't, because the game feels a lot like patchwork. I can't even say directly what the problem is, but it seems like the dev created a system, noticed that it didn't play out properly and then put a patch on it, instead of doing a proper fix. For example, no matter if agitate one of the gangs or if you get a wanted level, no matter how small said wanted level is, you get swarmed by enemies, especially in the northern part of the map, which can result in a quick death. You can restore health on the fly by chugging down painkillers like a madman, but what makes this suspicious is that only one of the two shops you can buy them from is marked on the map and you can only buy one at a time. And this feels a bit off, because it seem that a) the dev noticed that painkillers made the game too easy and thus jacked up the number of enemies or b) that there were too many enemies and that the player needed on the fly healing. And this feeling is noticable in so many parts of the game. Another weird example is money. When you start the game, you can only save by either going to an apartment or a hotel, which cost 500£ and 1000£ respectively. You can also buy business, which generate cash over time, but can be expensive as well. And yet, in my 4 hour runtime, I bought all of them, even the 100.000£ record studio, because the game showers you with money, even if you just focus on the story missions. There is also no death penalty at all and you keep all of your cash and ammo when you inevitably get killed, which ties back to the amount of enemies, because a) this was done because the player got killed too easily, or b) the player was too strong and thus the number of enemies had to be increased. Another problem, and by far the worst one in my opinion, are the driving and shooting. Both don't feel very precise on a controler and with cars, I barely managed to get a straight line, while aiming felt very imprecise. The dev also made the very, very stupid decision that you have to stand still when pumping the shotgun (while the AI can still move when doing it) and it isn't even a one hit kill in close quarters. All in all, I think Pavilion City was a good first attempt at this kind of game and I think a squel would have straightened out some of the kinks this game has. And again, I like the idea of it, having a GTA styled game set in a British city with all the pitfalls left sided traffic has. But given the problems I experienced, I can't give a thumbs up.
