This game fails both of those tests. The "developers" here didn't credit any of the artists and real, actual game developers who created the assets here, so this is plagiarism, as well as cash grab shovelware. In this case, the asset flipper took a bunch of tower defense assets and dropped them onto a basic Unity game blueprint, this one for making a ripoff of Galcon. Someone else's assets, someone else's game blueprint, ripping off someone else's game... but the Russian developer wants YOUR money for it. It has no value or merit as a real game. Taking this shovelware seriously as if it was a genuine attempt to make a game, it doesn't meet basic minimum requirements that most PC gamers expect as standard. There's no option to change the resolution and no useful graphics tweaks. There's no way to ensure this is running at the native resolution of your display. There's no guarantee this game will look right on any PC as a result of this hamfisted design decision. The mismatched game assets are fairly mediocre/low quality, it's a wonder why they couldn't be bothered "borrowing" higher quality assets for this asset flip. This is a lot like going on a shoplifting spree but only stealing the cut price store brand goods. Regardless, the poor quality assets alone should be enough to deter gamers from bothering with this. The controls can't be customised because the game has such a dumbed down, simplified interface that it's just iPhone screen tapping stuff. The fact that the interface is this dumbed down might be seen as a problem in itself, however... this is a fairly shallow experience if you're the kind of gamer that likes to play games with deep, rich control schemes and interaction. You'll get none of that here. This looks and feels like a mobile app, but I wasn't able to find it on the app stores. Maybe it was removed, maybe it was rejected by Apple and Google (they do have more rigorous quality standards than Valve does for Steam, after all). Regardless, for all intents and purposes Sector War might as well be a mobile app, it has the same limitations and dumbed down qualities. It's impossible to recommend such a game to PC gamers. We don't spend all this money building gaming rigs so we can pretend they're iPhones and play games that might as well be mobile apps. These technical shortcomings push this game below minimum standards for any competently developed modern PC game. The poor quality of this game is reflected by how many people spent time with it. At the time of this review, SteamDB shows the game all-time peak player count was only ONE player. That's right, only one person ever played this at a time. When I played this for the purposes of reviewing it, I equalled the peak player count for the game. OUCH. The only player activity occurs once or twice a month, presumably someone loading it up to see what it is then quickly uninstalling it. Considering there's over 130 million gamers on Steam and well over 140,000 games for gamers to choose from, the overwhelming lack of interest in this low quality game is to be expected. This kind of asset flipping isn't harmless. It makes it harder for gamers to find genuinely made games from ethical developers. It makes it harder for genuine indie developers, who put hard work into trying to make real games, to find an audience for their products. It gives indie developers a bad name. On to pricing and the question of value. Should you buy this asset flip? Is this one of the best of the 140,000+ products on Steam? Absolutely not. Sector War has the ridiculous, laughable price of $30 USD, for which you could easily get any number of older AAA games. Because this is the kind of game you can just play for free on mobile phones, it's impossible to recommend anyone should pay money for the same experience on Steam. For comparison, the $30 asking price for this game could get you games like "Sekiro Shadows Die Twice", "Crusader Kings III" or "Mount and Blade 2 Bannerlord". Quality, professionally made games like those are frequently on sale cheaper than this. Ethics aside, given the defects and quality issues with the game, coupled with the unrealistic price, and the questionable ethical nature of the developer and/or their associates (as outlined above), this is impossible to recommend. Because this is just a fake game/cash grab scam, and due to the sheer unethical nature of the developer, you should avoid this completely. Don't reward this morally bankrupt, unethical behaviour from Neki4 Electronics.
