Free to anyone, with most source code included from my understanding, highly similar to HEK, with Guerilla the tag editor (stats from AI, weapon, vehicle, effects behaviours, texture, sound data, a ton), to Sapien the world editor (open a level and see it in all its ingame glory, edit geometry, assets, placements, scripting, AI pathing -- a ton), the tool exe used to compile all your data into map files (and more), and the standalone tag game executable, that you can use to just play the game with your modifications without map files compiled. Now they can be a bit rough here and there, don't expect to jump online or do anything fancy gaming wise with that tag test tool, and modders still have feature and QoL requests at the MCC modding subforum, but these are just wonderful tools to have already, and if you like what you can do, then know that the Halo 2&3 equivalent tools work pretty much just the same (with also, some rough edges). Already with the season 7 update I spent dozens of hours tinkering away, from editing subtle AI behaviours like their sight and sound awareness, chances of diving, retreating, berserking, panicking, to tweaking weapon stats and behaviours and effects (like giving some projectiles a tiny collision radius if it looked chonky, adding dynamic lights to projectiles and enhancing them for detonations and muzzleflashes), hid in levels a bunch of active camo powerups and flamethrowers and plasma cannons/fuel rods, edited some AI pathfinding points... You get the idea, I'm just a novice, but it's fun just slightly tweaking things, and others can do so much more with these tools. Check the c20 reclaimers wiki for more info, and for easy backups of your modded tags without having to copy the entire tags folder itself (which can be a problem if a future update conflicts with one of your edits, hunting that needle in the haystack), here's a bat file line I like to use:
Robocopy D:\Steam\SteamApps\common\Chelan_1\tags D:\Steam\SteamApps\common\Chelan_1\backup\tags /MAXAGE:20200101 /s /xo
And if you get to compiling maps, this is the simplest bat for it:
tool build-cache-file "levels\b30\b30" classic read
("classic" is that it compiles maps without remastered compatibility, and "read" compiles a map that's not self-contained, but will refer to the bitmaps and ui map files in that folder, so just copy your bitmaps and ui map files from the mcc/halo1/maps folder into the chelan_1/maps folder and your modded map will not copy those same files into itself, saving space.) Great tools, also free being an excellent player-friendly decision to help people see what is possible even if they haven't gotten one of the games yet, either separately or in the collection (which you should do!) https://steamcommunity.com/sharedfiles/filedetails/?id=2673977984

Very cool tools for CE, nice
HCE Mod Tools (TM) allows you to make the Ma5b rifle hold 69 rounds instead of 60. -Unfortunate addendum: If you are banned (for life) by one of the marxist forum janitors patrolling the MCC's community hub. You will be unable to ever upload halo mods for any of the games to the workshop. Anyone wanting to be able to use these mod tools to their fullest, should avoid posting anything to the community pages. It's stupid but that's the way of modern western megacorps, ironically staffed by communists who can't handle polite criticism. This clique does not hand out temp bans, if they ban you its forever. Often perma-banning people who didn't deserve it along with the handful that truly earn the ban. From what I've read they've banned over 500+ customers, probably more. I can't even post comments on submissions or help people figure out mods on the forums now.
