I probably spent half my 140 hours into building settlements and forgot I had a son to find. The placements cant get any ♥♥♥♥♥♥♥ than this.
A Great World Held Back by Simplified Systems You wake up inside a cryogenic pod, watch your spouse get murdered in front of you, and see your son Shaun taken away by a stranger. Vault 111 opens, sending you into a Boston that has been in ruins for 210 years. That is Fallout 4 in its most essential form: a huge open world filled with ruins, factions and stories, where almost every corner has something to tell you if you take the time to look. I have spent dozens of hours in this world, building settlements, modifying weapons and exploring the skyscrapers of Boston. There is a lot here that I genuinely like. My problem with the game is not its story or its lore. In fact, I consider both among its strongest aspects. My problem lies elsewhere. The main story creates a sense of urgency from the very beginning. The need to find your son and the desire for revenge over your spouse keep you focused, even when you inevitably get distracted by dozens of side quests. The lore is equally strong, being both extremely rich and carefully written. Conversations with characters like Tinker Tom in the Railroad, with his hilarious paranoia about Institute nanobots hiding in processed food across the Commonwealth, give the world real personality and make it feel written with care rather than simply designed. The same attention to detail can be seen in how your choices carry over into the DLCs. In Far Harbor, bringing Nick Valentine with you unlocks different dialogue and adds more weight to the story surrounding DiMA. The fate of the factions in the main game also affects who you can invite to Acadia. In Nuka-World, becoming the Raiders' Overboss permanently changes your relationship with Preston Garvey. These are the kinds of details that show a world designed to be explored for its stories, not just for its loot. The problem begins when the narrative meets the gameplay systems, because this is where Fallout 4 feels considerably more simplified than Skyrim. That loss of systemic depth is what ultimately hurts the experience for me. Character progression completely abandons Skyrim's "learn by doing" approach, where skills improved simply by using them, in favor of a single XP pool that you manually invest into S.P.E.C.I.A.L. and Perks. It is a more accessible system, but a much less organic one. The same applies to stealth. You gain nothing from successfully sneaking past enemies. The game mainly rewards you for killing them with Sneak Attacks, so it encourages elimination rather than simply avoiding danger, unlike the more systemic stealth mechanics of Skyrim. The crime system is also extremely simplistic compared to Skyrim's prisons and bounty system. If you are caught stealing, an entire settlement can turn hostile, yet waiting 24 to 48 hours is enough for everyone to collectively forget what happened. Even the unnamed Settlers in your settlements, who lack the names, homes and daily routines of Skyrim's city inhabitants, reflect the same design philosophy. Bethesda chose a broad and repeatable system over a more handcrafted and believable world. Level scaling is another problem. Instead of Skyrim's relatively smooth and dynamic scaling, Fallout 4 divides the map into fairly strict difficulty zones. You can walk just 50 meters outside Diamond City and suddenly go from fighting level 8 enemies to facing level 25+ skull enemies. It makes the world feel less naturally balanced and more artificially segmented. The Radiant AI deserves some credit, though, because it works better than its reputation suggests. It does not simply generate completely random scenarios from scratch. Instead, it places handcrafted content, buildings, environmental storytelling and dialogue around randomized targets and rewards. The MILA missions are probably the best example, sending you across Boston's skyscrapers and rooftops and making much better use of vertical exploration than Skyrim ever did. Unfortunately, even some of that good work can be ruined by a single infamous quest breaking bug. At Cambridge Police Station, Paladin Danse can get stuck endlessly repeating "Check your fire, we have hostiles!" because an enemy has become trapped somewhere in the area. This can prevent progress in Call to Arms and potentially lock you out of the entire Brotherhood of Steel storyline. Reloading an earlier save does not always solve it either, as Danse can later lose his pathfinding altogether. Aesthetically, Fallout 4 remains impressive. The combination of American Colonial architecture, retro futurism and Raygun Gothic creates a Boston that feels both familiar and alien. The engine also does a good job with fog, sunsets over the Charles River and radioactive storms. The soundtrack and sound design are strong as well, although they never left the same lasting impression on me as Jeremy Soule's music in Skyrim. The technical side of the PC version is much harder to defend. The aging Creation Engine ties physics, controller speed, audio and subtitles directly to the frame rate, meaning that running the game above 60 FPS can cause serious problems. Fixing this properly requires unofficial mods such as High FPS Physics Fix. There are also crashes caused by Weapon Debris on RTX cards, no basic in game brightness slider, subtitles that can become desynchronized at high frame rates or during stuttering, and notoriously slow loading screens that remain slow even on NVMe SSDs because the engine artificially limits the frame rate while loading. Ten years after release, many of these problems remain essentially untouched by Bethesda itself. So to be clear: the story and lore of Fallout 4 are not my problem. They are actually among its greatest strengths. My problem is Bethesda's decision to simplify almost every major gameplay system compared to Skyrim, including character progression, stealth, crime, level scaling and NPC behavior. The result is a game that sacrifices systemic depth in favor of accessibility and a repetitive looter shooter loop. On top of that, the technical state of the PC version feels closer to an unfinished product than a properly maintained AAA release. Ten years later, Bethesda continues to release new editions of the game without addressing fundamental problems, leaving the modding community to fix things that should work out of the box. When a single quest breaking bug like the one at Cambridge Police Station can potentially invalidate hours of progress through an entire faction storyline, it stops being a minor technical inconvenience. No matter how strong the story you want to experience may be, it is the combination of Fallout 4's simplified design philosophy and Bethesda's neglect of its long term maintenance that ultimately leads me to give it a Not Recommended.
