A kidnapping on the streets of Shibuya brings together a hot-blooded detective, hard-hitting journalist, former gang leader, the head researcher of a big pharma manufacturer and a part-timer stuck in cat costume for a series of events each more unexpected and outrageous than the last.

Prices
Each in the currency that store quoted — not converted: the gap between two rows is the publisher's pricing, not an exchange rate.
14 of 15 markets; the rest we haven't asked for this title, not markets where it is unavailable.
Availability
We put this game to every storefront we collect. A market that answered not sold has told us something about the game; a market we never asked has not, and the two are never drawn the same.
Discounts
Every price cut of more than 20% we have observed, in each market that quoted one, with this game's chart position on either side of it. These are episodes, not a model: a sale is one event, and one event cannot tell you what the next one will do.
Reviews, worldwide (the counter carries no country): 0.57/day in the week to Sep 5 → 1.57/day in the week after.
For scale, across Steam · Top Sellers · Brazil over the last 30 days: the 26 chart moves that followed a price cut of more than 20% went a median of 7 places towards #1, and the 2,400 moves with no price cut behind them went 2 away. One store, one chart, one country — it is the only place we have enough observations to say even that.
Prices outside the United States have been collected since 6 August 2026 and chart positions since 19 July 2026, so a cut older than that has no market to compare and a market that joined later has no history yet. Nothing here is converted between currencies.

14 on sale1 answered “not sold”0 we did not ask
The 1 “not sold” market is read from the Steam price pass of Aug 16: that day the store answered for this game elsewhere and gave no price there. The 14 priced markets are the same rows as the table above — each the latest price we hold, dated here when it is older than that pass. The 0 marked “not asked” were not put to this store at all — either it has no storefront there or we do not collect it yet, and neither is a statement about the game. A refusal is a refusal on one day; a store can list a title again tomorrow.

I will comeback and finish this review later... But for now I can only said...
Its the best
It’s a privilege for me to be able to experience this... it deserves every bit of praise and the title of a legendary visual novel!
428: Shibuya Scramble is a rare example of a visual novel that fully embraces the possibilities of nonlinear storytelling. It situates the player in the middle of a single chaotic day in Shibuya, where multiple characters—each with their own motivations, secrets, and crises—intersect in unexpected and often dramatic ways. Rather than presenting a single route with a handful of branches, the game unfolds as a tapestry of simultaneous narratives. Every hour of in-game time is experienced from several perspectives, and choices made in one storyline can ripple outward to unlock or block events in another. This structure creates a sense of involvement that goes beyond simple decision-making; you are effectively orchestrating the movements of a cast of characters across a city teeming with tension, coincidences, and escalating mysteries. The story begins with what appears to be a straightforward kidnapping case, but the narrative quickly widens in scope. Journalists, scientists, police officers, small-time criminals, and even a good-natured mascot suit performer become entangled in the turmoil. The tone shifts fluidly between suspense, humor, melodrama, and moments of genuine emotional weight. What makes this blend work is the commitment to character detail: even the most eccentric personalities are grounded by believable motivations, and the game often uses humor or absurdity as a counterweight to its darker themes. Over time, the initially disparate threads begin to converge in clever and surprising ways, revealing how tightly interlocked the city’s events truly are. This constant interplay of perspectives keeps the player invested, as each new revelation can alter the meaning of a previous scene or completely change the direction of another route. A defining feature of 428: Shibuya Scramble is its choice to use live-action photography rather than illustrated art. The still images of real actors taken on location give the story a documentary-like texture, grounding the drama in a sense of place that few visual novels attempt. Shibuya itself becomes a character—its crowded streets, neon signboards, alleys, and intersections captured in a way that makes the city feel alive even when the images are static. The expressive poses, dramatic stills, and occasional use of video enhance the cinematic feel of the experience. While the live-action format may seem unusual at first, it contributes to the realism and authenticity of the storytelling and sets the game apart from the genre’s more conventional aesthetic choices. Gameplay revolves around reading, navigating choices, and making use of a timeline system that allows you to jump between characters at different points in the hour. This system becomes essential because progress often depends on clearing “dead ends” or altering decisions that have blocked another character’s path. Rather than feeling cumbersome, this process is part of the appeal: piecing together the correct sequence of choices across multiple protagonists feels like solving a narrative puzzle. There are dozens of bad ends—and uncovering them can be just as fun as finding the correct path—because they highlight how fragile the web of events truly is. Each misstep often adds humor or additional context rather than pure punishment, making experimentation feel rewarding rather than frustrating. Still, the game’s unusual format won’t appeal to everyone. Those expecting action sequences, dynamic gameplay, or fully animated visuals may find the experience too static or text-heavy. The live-action stills, while distinctive, may feel dated or less expressive than hand-drawn art to some players. And the scope of the branching narrative can be overwhelming, especially for those not accustomed to managing multiple storylines simultaneously. Yet these potential drawbacks are tied directly to the game’s identity; 428 never pretends to be anything other than an intricately constructed visual novel that prioritizes narrative richness over interactivity. For players who appreciate complex storytelling, unconventional structure, and character-driven drama, 428: Shibuya Scramble is a standout experience. Its ability to weave humor and tension together, its commitment to multi-perspective storytelling, and its distinctive live-action presentation make it one of the most memorable entries in the genre. It offers hours of interconnected routes, surprising twists, and a uniquely immersive look at one of Tokyo’s busiest districts. Those willing to embrace its format will find a gripping, layered narrative that rewards curiosity and careful attention—a rare visual novel that fully justifies its ambitious structure. Rating: 9/10
