The action takes place on an overhead map of central London (UK), where the population has devolved into gangs intent on survival and the subjugation of their rivals. Gameplay involves exploring the map, finding settlements and interacting with them. Management of these locations and their populations is paramount such as feeding the populace and maintaining control. Militia can be raised to defend areas, or invade neighbours. NPCs are individuals that have come to prominence and are used to conduct actions during a turn. Turns progress in weekly increments. NPCs can undertake actions from taxation, infrastructure improvements, population control and trading. They can lead armed groups to explore and patrol surrounding territory, to defend locations, or attack and seize control of enemy areas. They can conduct trade, diplomacy or subterfuge with other factions. Resources such as: faction reputation, population groups, refugees, militia, prisoners, monetary funds, food, disharmony and morale, are the currency of success allowing locations to thrive. Roving across the map are non-aligned parties which can be dealt with peaceably or aggressively. Sometimes random events spring up providing much needed additional resources or unwanted attention. Combat *** has been overhauled graphically. It its now rendered in 2D with proper unit graphics. Not the counters of before ***. Battles are fairly rudimentary affairs involving the movement and placement of units and the issuing of tactical or attack orders. They are fought between rival gang units consisting of no more than six types of street gang-themed units. The victors can imprison or execute enemy NPCs; ransom them later, use them as forced labour or sell on the slave market. The aim of the game is to unify the local area or to die trying. [h1]THE GOOD:[/h1] + Conceptually interesting. + Promising depth of strategy and management options. + Solid strategy mechanics. Well designed and implemented. + Unique UK urban street setting. + Well-crafted, basic soundtrack creates an apt ambience. + Possesses an appealling atmosphere. + Interesting subject matter with mature themes. + Low end specs PCs should not have much of a problem running this game. [h1]THE BAD:[/h1] - Difficult early learning curve. Its easy to mess-up continously when learning the game. - Needs a better tutorial. Needs alot of help/info screens. Needs more comprehensive tool-tips. Lots of great concepts but no real explanation. * Missed the quick reference guide * - Very slow progression. Needs better balancing to open up more exciting gameplay. - GUI with to many features and information hidden away. An overhaul would be nice. - Not entirely balanced. Will need time, effort and patience to get the best out of. - Game world appears empty at the beginning. - Cannot save or exit game during combat. - No steam overlay integration. F12 brings up a debug screen. - No achievements. [h1]AND THE REST:[/h1] * Basic tactical combat. Is fast to complete and possesses a decent amount of tactical combat options. * Substantial, well-rendered overhead map of play area. Just needed more features e.g; Mini-map, filters, zoom function. * Interesting use of time-limited battles. With forced retreat. * Impactful artwork, well drawn with clean lines. * Nice use of voice overs. The London accents are good. Just needed more. * Good range of diplomatic options but potentially not well balanced. * At times immersive as a package. When not frustrating to play. For the right person could prove addictive. * Only limited manual saves and one auto-save. [h1]ANALYSIS:[/h1] On first appearances WD does not seem to be more than another low-budget indie title. Yet there is a certain 'je ne sais quoi' that sets this apart from other titles I have played in the past. Despite the limited visuals and audio, the combination of opening cutscenes, dialogue and initial battle provided an enticing invitation into this dark, lawless world. Depth of strategy is imbued via management and governance. The challenge of maintaining order and feeding the populace, while growing the economy to fund upkeep costs and units works well. Combat is a basic affair. A question of movement, positioning and attacking en masse. Limited unit types and minimal unique tactical options do not add enough variety. Loved the limit-turn feature, it streamlined gameplay keeping the focus on empire building. Limiting options through the role of NPCs provided tough choices added an extra level of strategy. At times the game world did felt empty. The map would have seemed more alive if permanently populated but it did add to the air of mystery. The inclusion of more persistent dynamic events and roving units would have helped. A mini-map could have made navigation easier. Alot of the time progress felt procrastinated. I was unable to dismiss the feeling that game balance is off. That a disconnect exists between what was possible and what could be achieved, in good time. This seems to touch many aspects of the game from taxation to investment, to unit recruitment and diplomacy. Any gains across the board felt unimpressive. For instance maximising expenditure in investment and diplomacy just isn't worth the outlay. It takes too long. While the maximum tax rate was the only worthwhile option despite the penalties involved. The GUI needs attention. To many elements are embedded within sub-screens. Hunting for information instead of having it to hand is not fun! A fuller tutorial or permanently accessible in-game help would have lessened the early difficulty curve. It's easy to miss or side step the few lines of instructions given after the first combat is over. Therefore I strongly suggest not to ignore the quick reference guide. It will save a good few hours of restarts. At times if felt as if learning the game's systems was more fun than actually playing the game. I also have reservations about replayability but will need alot more time to make a fair judgement. A lack of Steam integration is a minor gripe. No steam achievements actually encouraged me to play the game instead of chasing objectives. Oh and don't press F12 for screenshots. It brings up a debug window! [h1]VERDICT:[/h1] After 30 hours I found this game to retain alot of potential. It lacks polish and some tweaking would make it even better. If you are interested in something that aims to be a little different. That does not have the look of a soulless AAA title. Delivers a stable, somewhat compelling experience with streamlined tactical combat. Is packaged up in a somewhat unique dystopian setting, mixed with a gang style culture and atmosphere. Reminds me of a nineties pen & paper, play-by-mail game. First things first, let's keep in mind this is an early access title, and such there are many things to be expected, either good or bad ones, let's get the bad ones out of the way first. [list] [*] Really awful design choices when it comes to the tactical combat system. Seriously, what's up with those icons, guys? They don't look good at all, and they aren't informative. When it comes to tactical battle systems, it's better to have an icon describing the unit. [*] Introduction offers a really interesting concept, yet fails to introduce who are these guys I'll be playing as. To be frank, they look like characters from one of those adult games that are so popular on Steam nowadays, you might want to check our curator for a few titles of that kind we've reviewed, and you'll notice the similarities. [*] Mechanics are shady and hard to understand, because they're not presented on a clear way. Take "Range" for instance, it does show 6 little green dots, meaning "Range 6" but how long is range 6 on the map? [*] There are a bunch of typos, such as "Gunglingers" and some others as well. On the voice-side, the voice acting is not professional by any means, this is understandable, but it reminded me of Planet Alcatraz and Gothic. [/list] Now that's out of the way, there are some good things as well. Such as the setting, being really unique. The events are interesting, and the tactical battle system, even while being really clunky, offers some mechanics that I haven't seen in other games of this kind, this works even better if you have a good imagination. All in all, I can see a lot of potential in this game. But it needs a lot of things changed, and some serious polishing. I recommend you purchase if you're interested in giving feedback/helping the dev team, or otherwise wait until a full release.
The game has merits which make it worthy of a go at the low price. The UI is problematic and there are some balancing problems, with the AI hammering you pretty soon into the game. Enjoyable without hitting the all-time classic ranking.
Mom can we get Xcom? We got Xcom at home. In all seriousness, this game has an interesting idea with terrible execution. Why does a sniper rifle shot do less damage than a regular shot in battle yet I can only do it every 3rd turn? Gives me no incentive to want to use it. HP of units and enemies is hard to find at a quick glance. That is important info that needs to be in an easy to tell spot. Agents would often get a command to move to a place, but would...not move? But I'd still lose my movement point. And finally, who decided you should spend your very limited $$$ on things that have a chance of success? You can easily end up with nothing built in the 3 - 4 turns you tried it and then you are just doomed. Overall the game needs a bug overhaul before considering it at all. Make sure basics like moving agents work, and if it doesn't give the player the movement point back. And some UI and balance work would seriously help as well.
I was intrigued by the concept, but repeatable bugs in the tutorial, bland combat (with some pretty odd design choices; a rifle is so short ranged it can't even shoot across the street), and some dubious UI apparently declared by the developer as "an important part of the difficulty", it just didn't work for me at all. At the current steeply discounted sale price it might be worthwhile to some, but there's unfortunately a lot of better games out there. Also, I can't believe I didn't notice this before I bought it, but the Asian girlfriend hanging off the lead protagonist is pretty damned cringe.

It has a lot of potential, but its poorly executed. The UI is horrible and the tutorial needs a lot of work. There is a big learning curve for all the wrong reasons (where do I click to access my headquarters?) There are also a LOT of bugs. Agents losing levels all the time, entire squads of troops vanishing. Other game breaking bugs.

Ridiculous combat with weapons that don't work anything like reality. It comes across as a pretty lame and buggy game. Save your money.
So, since my last review was a bit short due to my overwelming job I want to go a little bit more into detail; but keep in mind that i havent played much yet! (I was not sure IF i want to return it, but 10 Euros are absoloutley fine, even in this early state of the game!) I like the idea, the gameplay and the setting very much. It is fun to struggle the first few times to survive since you have to get a little bit into gameplay. The fights are some kind of very, very long. (They arent in real, but they feel very slow.) It like I got tanks as enemys, sometimes it takes 4 rounds and 5 own troops to get one enemy down. They conept is good, but I think the balancing could need some improvement. It is a bit weird if you need 35 rounds to get someone down; specially if you hit him actually really with 32 rounds of ammunition over a few fight rounds.) The visual style is ok. The troop Icons are a little bit small; and with this kind of blurry maps It would much If you could toggle some kind of grid on and off. I really hope they will have the time and workpower to improve the world map a little bit more; you start in a grey washed neighborhood and Its hard to realize where you can/should go. (A detailed map could be a big one for immersion; but I understand the decision to take the actual blurry undetailed one for now.) The voice acting is ok, sometimes the quality seems to change. The strategy part is really, really fun. Its motivating to find out how you can help your own base to get more important and more powerful; even if the fights are a little pain in the ass. (Enemys coming really quick in a strong number; you have to do everything right to the point of first attack.) The random build chances can be a pain in the ass. (Like missing a 79% probe 8 times in a row) If you like management, strategy and a kind of dystopy setting you should get it while its cheap; because it is really playable atm. (One of my captured enemys dissapeared and never made it into prison; besides of this i havent noticed other bugs until now.) Storywise some consequences would be nice. Hey, if I am dumb enough to recruit rupert at the beginning let me suffer for it!!! (Like getting a good fighter who wil stab you in the back after everything is running fine) Or let me imprision him and send me some friends of him afterwards who want to buy out the pig^^ Absolute Feature Requests: + Despite the size of the map a zoom would also come in very handy! + More detailed Map + Locations + Maybe a low-res substitute for the somehow weird troop icons + Grid-Toggle On/Off (With a better structured more detailed map this would not be necessary) + Corner-Hide System (Like standing on a corner, more def, shoot around it, etc) + Maybe a little more tutorial talk (How to use a agent, military, why is my dude in this castle thing when I defend, is it damaged after the combat or will it reset to 100%, and what the heck is going on everywhere? If you use symbols to tell the user something you should mention what the symbols are for^^) + I have to try it a bit more; but for me it seems that one some walkthoughs the chances to build anything sucessfull are really bad; even if I invest a big amount of money. (It sucks if you save 3 rounds, invest the highest amount, it fails and you try this over and over until nothing was build with success and your enemys are running over you.) + A bit more randomness/enemys. If you are like me and start many games in a short time because you ♥♥♥♥♥♥ up its kind of weird to get the same first enemys, over and over. A pool of 6-10 Enemys for this kind of actions would be really nice! + More Weapons. It would be nice to get the opportunity to craft you own weapon-forges after some time, but it really come in handy if there could be a little bit more immersion in this one. It is a outstanding situation; where are this special warriors who roam the outlands of the city searching for the next fight or the right purpouse? Maybe I havent got far enough to get to this point^^ + Get us a working ESC Key for bugs + Just got 2 survivors from a battle, I prisoned the first one, then I got to the second one. The screen refreshed, I only had the second one there and It was impossible to click anything. (recruit, kill, free; ARRRRRGH THIS WAS THE FIRST NICE TRY^^) Buy it, it only can get better; and it's dammed good already! (But if you do well some bug will just stop you until further development.^^)
