Once a vast artificial island built upon a landfill site in Tokyo Bay, Tenkai Ward was redeveloped into a special economic zone. This area operates under special regulations and the district has seen rapid expansion as a casino resort and tourist hub.
Fueled by massive domestic and international investments, the new cityscape flourishes at an astonishing pace. Sleek high-rise offices and luxurious residential areas define the skyline. However, the old district suffers from worsening public safety and has become a hotspot for crime and social disparity.
The Power of Orochi and the Key of Orochi—A Wish Granted at a Heavy Cost
It is said that any wish can be granted by offering the blood of the Key of Orcohi to the severed head of Yamata no Orochi buried deep underground.

In the latter half of the story, the protagonist takes on the role of a bartender at ROAD59, working to save Hakurougumi while interacting with various characters and gathering intel.

Hakurou Family
A traditional and highly esteemed gang rooted in the Kansai region. The leadership has been passed down through generations of the Himuro Family, their bonds run deep—like a family.
They do not favor trouble and prioritize stability within their territory. However, their adherence to old ways has made it difficult to adapt to changing times. They've been losing ground to the Kurojou in recent years, leading to their gradual decline.
Now, with a troubled young acting boss and loyal members fighting to uphold their legacy, the very existence of the gang is at stake."
Shou Himuro(CV.Shuya Sunagawa)
A troubled ordinary young man (gang member).
Unable to resist the expectations around him, he is burdened with the traditions and prestige of the gang, reluctantly walking the path of the yakuza as the young acting leader of the Hakurou Family.
Caught between a strict older sister and a selfish younger sister, it is difficult for him to voice his true feelings.
Additionally, since the previous generation’s passing, tensions are slowly brewing between the declining Hakurou and power-hungry Kurojou focused on expanding their influence in Tenkaiku.

A trustworthy partner who would never sell his partner out.
A very understanding supporter of Sho burdened with the fate of the family.
Although he usually has a soft and gentle demeanor, his dedication to the Hakurou Family is exceptionally strong, and he shows no mercy to those who speak ill of the gang.
When he was young, he was saved by Shou after being caught in a conflict and gravely injured, he still feels indebted to him to this day.
If he were to be granted a wish, he would want to help grant Shou's wish.
Suzuka Himuro(CV.Wakana Minami)
A cutesy girl who swings a 100kg bat around.
A lively and cheerful high school girl who is the younger sister of Shou and Shizuka.
In stark contrast with her brother who essentially has no friends, she's a socialite who claims to be friends with almost every high schooler in Tenkaiku.
Due to the JINGI's power, she possesses incredible strength despite her appearance. In combat, she swings a 100kg iron bat, decorated in a cute style.
If she were to be granted a wish, she would want to live with everyone from Hakurou for life.
Shizuka Himuro(CV.Aina Aiba)
The most feared girlboss of Tenkaiku.
The eldest daughter of the Himuro family who effectively manages the Hakurou Family.
She pushes her still-inexperienced younger brother Shou, determined to shape him into a great leader.
Fearless and sharp-tongued, she never backs down, even when faced with unreasonable demands, and is always ready to fire back with a bold retort.
Her commands within the gang are absolute, and the men of the Hakurou Family fear and respect her.
Jin Hosaka(CV.Ryo Kitamura)
A black market doctor who lends his support for mates out of the kindness of his heart.
A black market doctor who is a childhood friend of Shizuka and Kazuomi.
Using his JINGI's powers, he gently treats gang members who have been injured in battle.

A man of few words who speaks with his actions.
A high-ranking member of the Hakurou Family and a childhood friend of Shizuka and Jin, Kazuomi is known for his unwavering composure and reliability in battle.
To the gang, he is an indispensable asset. To Shou, he has been like an older brother, always looking out for him since they were kids.
Though not the talkative type, his quiet words often carry a deep sense of care for the gang and its members.
Kurojou Family
With abundant funds and manpower, this gang has rapidly expanded its influence in recent years and become the largest gang in Tenkai District.
Backing this gang is the Sumeragi tycoonate, a massive shareholder in urban development projects within Tenkai District. The boss, Kensei Sumeragi, secured his position after a fierce succession battle. It is rumored that he possesses the JINGI ability of Future Sight.
The Kurojou Family's power is expanding like a soaring bird. However, beneath this rapid expansion lies dissatisfaction with the ruthless boss's dictatorship, and internal conflicts are brewing, especially among supporters of the previous boss.
Kensei Sumeragi(CV.Masahiro Inoue)
A tyrant who has a future vision for the Kurojou Family.
Kensei Sumeragi is the formidable leader of the Kurojou Family, renowned for his arrogance and disdain for others. His confident smirk barely masks the cold, calculating glare in his eyes—a reflection of his ruthless nature.
On the surface, he is the CEO of a major corporation spearheading Tenkai District’s urban development, but behind the scenes, he forcefully seizes rival territories, turning them into towering office districts and extravagant casino resorts.
With an iron grip on power, he has skyrocketed to dominance in the criminal underworld, rapidly expanding his gang through sheer wealth and influence. However, his relentless and uncompromising methods have left a trail of bitterness and resentment among those he's crushed along the way.
Renge Hiiragi(CV.Haruka Kudo)
The badass you should never mess with from the Kurojou Family.
Renge Hiiragi is the older sister of the infamous Hiiragi sisters, known for their martial prowess within the Kurojou Family. She has served the gang since the previous generation, alongside her younger sister, Sara. In battle, Renge is ruthless, tormenting her opponents both physically and mentally, often with a sinister laugh.
While her younger sister, Sara, harbors an obsessive devotion to Kensei, Renge keeps a mix of emotions about her sister's extreme devotion.
Sara Hiiragi(CV.Mei Okada)
The fanatically loyal flower of the Kurojou Family.
Sara Hiiragi is the younger of the feared Hiiragi Sisters, known as formidable enforcers of the Kurojou Family. Alongside her sister, Renge, she ruthlessly cuts down enemies with a mocking smile, showing no mercy as they fight for Kensei's cause.
Completely devoted to Kensei, Sara willingly serves as both a weapon and a shield to protect him. Her extreme loyalty drives her to eliminate anyone who dares to stand in his way, no matter who they are.
Shinonome Family
A gang known for its free-spirited nature, unconstrained by outdated traditions. While they may appear disorganized at first glance, when trouble arises, each member utilizes their strengths to act swiftly and effectively, making them a formidable force.
Currently, the boss, Kiyobobu Yutsuma, has gone missing, raising concerns of a potential crisis. If a leadership transition becomes necessary, succession disputes or interference from rival gangs could be expected. However, despite their small numbers, the Shinonome Family maintains strong unity, unlikely to have internal power struggles."

He might come across as someone who handles everything half-heartedly, but when it's time to get things done, he delivers. As the de facto leader of the Shinonome Family, he has a laid-back, almost mocking way of handling situations that leaves people bewildered.

Seigo Naruyama(CV.Seiji Maeda)
A sensible (seasoned) person in the Shinonome Family.
Always troubled by the gang's financial struggles, he serves as both the strategist and the voice of reason for the Shinonome Family, doing his best to keep their troublemakers in check. Though he complains about Bakuto's outrageous actions every time, deep down, he acknowledges and respects Bakuto's charisma.
Thanks to the power of the Grail JINGI, his vision has been significantly enhanced, and during combat, he supports his allies as a sniper. He wears glasses because his enhanced vision is overwhelmingly sharp for everyday life."

The youth who is indebted to the Shinonome Family.
The youngest member of the Shinonome Family, yet also one of its longest-standing members having been taken in by the gang at a young age.

Despite his carefree demeanor, he cares deeply for his fellow members and often offers advice and guidance when needed.
His wife was killed in a previous conflict and he is still questioning his ways of living in this world where debts by blood are paid in blood.

This hidden bar quietly stands in the bustling streets of Tenkai District. It’s not listed on any gourmet websites, making it extremely difficult to find.
The bar is run by a shady yet enigmatic master. The bar attracts those with secrets to keep, and the air is thick with whispers of underground dealings and information you won’t find anywhere else.
The whiskey selection is impeccable, with only the finest handpicked labels.
Fishy bartender(CV.Atsushi Shiramata)
The fishy bartender who supplies alcohol and information.
The fishy master of the Bar ROAD59, located in the bustling downtown area of Tenkai District.
From supplying alcohol to customers who have come with their personal agendas, to yapping about the Tenkai gang's ties and the talk of the town, he supplies the townspeople with a wealth of information.
He seems to have some unknown ties with the Shinonome Family.
PHOENIX
A worldwide federation of foreign mafia. Though it boasts the largest scale in terms of size, information about its boss and cadres are completely unknown, shrouding the gang in mystery.
The rationalist leaders of the gang have set their sights on the Tenkai District as a crucial hub for their expanding business operations across the seas. In recent years, they have begun a full-scale advance. Their influence is steadily expanding, posing a new threat to existing local gangs, including the JINGI gangs.
Benedict Lorenzo Vasari(CV.Shouta Aoi)
The mysterious mafia member who loves beauties.
The leader of the Japan branch of the international mafia gang, PHOENIX.
Assigned by the gang's higher-ups to oversee the takeover of Tenkai District, he carries out his mission with an unpredictable style, marked by unique speech patterns and eccentric behavior. Even his own people within the gang find him impossible to predict.
He’s the type to not sweat the small stuff and always focuses on the bigger picture.
Anthony Cello(CV.Kazuki Watanabe)
A troublemaker who wants to live a stable, ordinary life.
A youthful-looking secretary and bodyguard to Benedict who still bears traces of innocence.

Tenkai District Special Police
A unique police force established exclusively for Tenkai District.
Unlike the mainland, the JINGI gangs are actively operating in the shadows to ensure the safety and security of residents in this special economic zone.
Standard police equipment is ineffective against the JINGI's power, so the Tenkai District Special Police operates independently under local authority. Unlike other law enforcement agencies, it does not answer to the national government and maintains its own uniforms, insignia, and chain of command.
The stability of this area relies on a delicate balance between its special economic status and the tangled web of powerful gangs. But when that balance collapses, it’s the powerless civilians who suffer the most.
Preventing such chaos and upholding order is the mission of the Tenkai District Special Police.
Sui Kadosaki(CV.Yui Ishikawa)
A detective who is out to avenge her late superior.
A detective in the JINGI Crime Division of the Tenkai District Special Police.
She is on the hunt for the JINGI wielder who murdered his respected superior, Kyoji Serizawa's entire family. She uses ties with Masamune Niimi, a former JINGI member, to grant his release from prison on the condition that he undergoes cyborg surgery. She never opened up since the death of Serizawa and thinks of Masamune Niimi as a mere tool, definitely not as equal colleagues, to help her in her pursuit of the real culprit. She treasures the coat given by Serizawa and often dons the coat to remind herself never to forget to avenge Serizawa and the justice that he stood for.
Kyoji Serizawa(CV.Chikahiro Kobayashi)
The embodiment of justice and a dream boss before he passed on.
Kadosaki's late respected superior.
He was known for his kindness and strong sense of justice, serving as a role model for his colleagues. However, on the day of his daughter's birthday, he and his family were tragically killed at the hands of JINGI gangs. The coat Serizawa left on his desk at the office that day is still cherished by Kadosaki as a precious memento.

An elite who does not mind pulling strings if it is for the sake of her revered.
A junior detective to Kadosaki.
She admires Kadosaki for not wanting to pull strings with the upper management and has a free pass to smooth the investigation process by virtue of the fact that her father and brothers are key figures in the higher management of the Special Police Force. However, she is possessive and does not take kindly to anyone else becoming close to Kadosaki.
She also views the JINGI gangs as an untrustworthy presence and makes blatant her hate for the likes of the JINGIs."

A mad scientist from the Tenkai District Special Police Technical Division who developed the cyborg technology used on Niimi.
Unlike Kadosaki who thinks of Niimi as a mere tool in cracking the case, he interacts with Niimi as he would with a normal human and is thought of as an outcast by the surrounding people.
Professionally, he plays around with inventions when he gets a chance to and Niimi calls him a ""mad scientist"".
He is worried about Kadosaki, who is willing to take extreme risks in the pursuit of vengeance for Serizawa."
Masamune Niimi(CV.Kenjiro Tsuda)
A former gang member police cyborg fired up with vengeance.
Sentenced guilty for the assassination of the previous leader of the Kurojou Family, he is trapped in a particularly harsh prison.
Pledging to avenge himself for the falling into the trap of the betrayer of the Kurojou Family, he accepted the cyborg surgery and entered into a transaction with Kadosaki.
However, unending days of being zapped by electrical shocks await him whenever he resists Kadosaki, who uses him as a mere tool in cracking the case and not as equals on the same boat.
