It's hard for me to give this game a thumbs down because i'm a big management/police simulation fan and I think the core concept of a game like this is fascinating, and I very much applaud the effort from the small indie company. On paper this game is one I've been dreaming of, but when it came down to gameplay I was incredibly underwhelmed despite my conservative expectations.
What I liked...
- The game is in-depth. You can set up custom patrol routes, you can kit out your officers, there are different roles that specialize in different things (traffic units, detectives, SWAT, etc...). Officers have skills that can be upgraded, there are investigations, warrants, pursuits, unlockables, and detailed callout reports. But even all this is heavily dragged down by the game's poor overarching design. - It has a lot of interesting and albeit realistic management mechanics. Your standing with the public matters, low response times or arresting innocent people will tarnish your relationship with the community and drive crime up. The callouts are realistic and are handled realistically.
Why I can't recommend it as is...
- This game is poorly optimized and c l u n k y. Even on a good computer I'm struggling to get frame rates over 40, which is shocking considering this game is not graphically demanding at all - it's simple and low polly (the only things really drawn are buildings and lights, no actual people or vehicles). No matter how many graphical settings I lower or disable (which there aren't many of) the frame rate stays consistently low and choppy. I mean the game engine seems like it's mining for bitcoin in the background, it's slow to respond and laggy, and you will feel it at all times. - The GUI, game controls, and menus are awkward, difficult to navigate, unorganized, inefficient, slow, and unintuitive. It's difficult to absorb or get information quickly because of how cluttered, cramped, and small every icon and word is. You have to close a window before opening another one, text will overlap windows, and some of your clicks just straight up won't register. - This game has to have some of the worst camera control I've personally ever used, you will be frequently frustrated just by trying to position the camera how you want it; Which is incredibly important for a game like this! The camera movement and rotation is erratic and choppy, you will struggle immensely trying to follow a moving unit or suspect across the map. This in turn makes it difficult to give orders, or interact with any aspect of the game world in general. - This one is more of an opinion so take it with a grain of salt; Events and callouts spawn and unfold wayyy too quickly and with little player choice, and this issue is emphasized by the slow and clunky controls. By the time you've sent a few units to the location, and opened up all the relevant menus, the callout is done and over. It started to just feel like a point and click game, like 'how fast can you select units and click on the callout', instead of getting to see callouts unfold in detail. The details and realistic callout reports ARE there, but what's the point if by the time you can actually open up that menu the callout is done and 4 more have spawned? - The biggest gripe I have, is that this game is NOT in early access. Had this game been in early access instead, this review would have been very different. This game has so much potential in terms of gameplay and being able to satisfy a very niche management genre, but it feels so much like an early access Beta rather than any kind of polished full release. I would have had no problem paying full price to support the further development of this game, because with some seriously big updates and overhauls it could be an incredible game - but there is absolutely no guarantee anything like that will come or is coming. Because this is being released as a "full" or "finished" game I have to refund it, because without some MAJOR improvements and further support - this game isn't worth even 5$ in my opinion.
In Conclusion...
I have to close by saying this game is very in-depth and the concept is superb, for an indie game it is decent, but the execution was poor. I did not create this review to drag the game or company, despite this negative review I very much encourage the devs to continue working on this. I will keep an eye on this game, and should the issues I explained be fixed or addressed in the future, I will buy back in. This game has POTENTIAL, that is if there were big updates and complete overhauls to certain aspects, but right now it feels like a barebones concept more than anything; Which is not something that I can positively recommend when it's being marketed and sold here as a fully finished game.
Information / English
Jurisdiction is a Strategy / Simulation / Management game developed by Meteor Shock. https://www.youtube.com/watch?v=N5LNaeHFyBA
Gameplay / Story
Tired of seeing reruns of CSI, or whatever they are called, on TV? Then Jurisdiction could be just the thing for you, because you are your own Boss and coordinate the Police Operations of your People in a big City called City for Freemont, where everyday Crime is now Part of everyday Life and hardly a day goes by where there are no Crimes, no matter if minor offenses or even Murder. As the district Chief, you can of course decide which Officers you want to send on the respective Operation. These include: Patrols / traffic cops, Undercover agents and SWAT officers for the heavy-duty Operations. Of course, you also have to make sure that your People are prepared for the Missions. To do this, they need the right Equipment for every Application. So give the Rules and then carry out an Operation. You can also use Spike strips to prevent vehicles from escaping or use Undercover Agents to catch Criminals in the act, confront them and, of course, put them behind bars. A highlight for me was that you can even have an Emergency helicopter fly over the City in order to uncover the Crime at an early stage. The World reacts to your decisions and adapts. This is an important aspect because if you solve Cases the word gets around with the bad Guys and they don't act as much anymore. If you fail, however, Crime will rise again. When the latter arrives, your People mistrust you, your reputation goes bad and if things go really bad, then your Time as district Manager is over and the City sinks into Chaos and Perishes.
Pro
+ Replica of everyday Police work + many Criminal cases to be solved + several ways to solve a Case + Resource management + Tutorial + Price /Pperformance ratio + Achievements
Contra
- AI not mature - few setting Options
Conclusion
Jurisdiction offers you a great Mix of different Genres, which shows you the Hardship in the everyday life of a Police station. PS: First of all, many thanks to the developer who provided us with this key for the group.
Information/Deutsch
The premise is interesting and it is kind of fun when you get to run your department, respond to important and non-important calls. The developer has put in time and effort to come up with interesting calls, and I enjoy that sometimes the "bad guy" tries to shoot it out, sometimes they attempt to get away and on the odd occassion, they surrender to the Police (almost like in real life). Jurisdiction is a better version I think of 911 Operator from 2017. However, right now the game is very buggy and the camera controls are god awful. If the developer isn't preparing to do immediate patches and continue to work hard at the game than this is a terrible investment ... however, if the developer continues to develop this game ... it could be a gem Small changes are good - the camera angle is still god awful
Opening/ Information
Reading a review is not enough? Want to see some footage? Check the link and watch some game footage for yourself and decide if this game is worth your time: https://www.youtube.com/watch?v=N5LNaeHFyBA Jurisdiction is a micromanagement simulation game, using retro locking graphics to feel like an old school game. This game is developed by Meteor Shock who have also developed Red Fuse in 2015, a lemming inspired game with bombs. How will Jurisdiction work up for us? Let's see.
Gameplay / Story
911 here, you have an emergency? You play the role of two instances in this game, the chief in command and also the dispatcher who will send the police force onside. Ana this is one of the most strong points in this game, the dispatching. You have full control over your officers, from setting patrol points to hiring your staff and that's important too. You have 3 Kind of Cops, Street cops who everyone hates because you know, they write you tickets and in case you are not white may kill you on the spot(not in this game, it's lucky me not that realistic), Detectives who will investigate murder and other crime cases and SWAT! Fully equipped like a Tank with enough firepower to demolish buildings. All with different Stats, You have Strength, Aim, Investigation and interrogation. You have to learn who needs which skill to be best in his job and the calls may also need someone with a specific skill to solve it. Luckily the game lets you send as many cops as possible to get the missions done. Getting to the Missions, there are a lot of them, and they come way too fast, the pacing is one of the problem of this game, besides the retro graphics but more of it in a moment. The Missions are clearly something the Police force actually has, from a loud barking dog to robbery or a runaway you get everything. Even during the dispatch it can happen, that your cop going to a robbery reports a drunken driver or someone driving too fast it feels like a living world and not "scripted" events. One thing that took me by surprise is the enforcement. When you are like me and sending a Fully armed Swat Team, who was nearby, to a barking Dog spot. The people in this city part will start to hate you. On the opposite in case you start sending patrol police to every spot you will have them gunned down by the enemy, and they will either die or take a month to recover. Its great and there is a lot to micromanage or else the city goes to anarchy, and you have lost. But there comes the second point in this game. The overall look is boring and ugly, you need to have fun with these kinds of games who focus heavily on micromanagement and strategy. I would have loved to see some more details, dots showing people running around or actually cars who are driving, the art style is way too minimum in my opinion and damages to the overall gaming experience.
Pro
+ Customizable cops + Every cop gets a special skill depending on his role + a lot of different missions + complex Crime scene missions + Events let the City feel like a living organism + own patrol routes to have cops near the hot spots + great micromanagement capacity
Contra
- Graphics looks way too outdated even for this genre - Missions take to long to pop in and then its way too much in a short span - Game feels repetitive after the 2-hour mark - Only 3 Police classes (Patrolman, Detective and Swat)
Conclusion/ Who will enjoy the game?
Jurisdiction offers a great gameplay with micromanagement until your fingers get bloody. You will have to ask you a lot of times either to wait to send someone to the dispatch or better take the call fast and send someone who will not fit 100% for the mission, the outcomes are funny or deadly. So who will enjoy this game? Do you like micromanagement and the 911 Call agent games? You only feel healthy while having 50 cops around and sending the right one to the upcoming 40 emergency calls? Do you love to mess around people and send a Swat team to them only because they are arguing about the best pizza? Then this game is for you! I don't want to say this game is bad- it isn't. I cannot recommend this game, though. Aside from some of the mucky visuals and, admittedly infrequent, bugs, the actual point of the game escapes me. There are no real goals to meet aside from hire more police officers and deal with more crime. I don't see any upgrades to make or real milestones to reach in order to feel accomplished. I have no reward for playing this game aside from hearing about dog complaints every few seconds. With no sense of progression, this game lacks the content to hold my attention for longer than it already has.
There are a lot of moving parts in this game and it can take a little while to figure out how to get them all to work together for your benefit. If you like strategy and management games, it's a good experience. Don't expect to be driving a cruiser around shooting at perps and filling out tickets yourself. You are a director, not an actor. You pick your recruits and send them off to respond to calls, you set their policy they follow for handling various situations, etc, etc. You need to be able to plan ahead as you're playing: training cops in the right skills, picking the right perks to balance your current needs versus your future needs, even just anticipating what street a criminal is going to turn onto when you're trying to get a cop in front of them to pop their tires with a spike strip. As I keep learning and keep training my units, as I experiment with department policies, I see all these dozens and dozens of cops in my city less as a bunch of individual units I have to herd around and more as a single force working together as a well oiled machine and it's becoming super satisfying. The gameplay is pretty customizable when you're setting up a new game, and the best thing to do is pick the easiest settings and learn that way. Otherwise it's super easy to get dropped off into the deep end before you're ready. The music is varied and excellent quality, the game performs just fine with no crashes or framerate dips, and the controls are decent though have a few rough edges here and there. The experience I had this game today had me thinking, "Okay just a few more crimes then I'll quit... Alright I'll finish out this crimewave then I'll be done... Really, once I pick my perk for the next year I'll quit..." I can say that I'm over the learning hump and the game is getting me hooked.
After watching the video on the store page I thought it looked pretty straight forward, so I thought 'sure why not' , but the depth of this game is amazing. I love the investigations, and the chases, and shuttin labs down... its ALL so much fun. Haven't even finished the tutorial yet, but I know what I like!
Here's a video of my first experience with Jurisdiction: https://youtu.be/t9kevdTH1d8 All in all, I give it a cautious recommendation. It could do with more polish, QoL improvements and depth, but it's an interesting gameplay loop for what looks like a very tight budget.
For a indie team I am impressed by the game. Lots of attention to details, lots of options for customizing and specializing each task force within the department. It feels like a real police simulator / management game. Price is a bit higher than I would recommend it at, but not unreasonable. If it looks like something you would be into go ahead and grab it. If your walking the line, I would wait for a sale. Here is a video that shows how the game plays. https://youtu.be/rIW7SrpZ_No

[th]If you enjoyed my review join our steam group. This game is really amazing. I've been looking for police-styled management games for a little while now, then I stumbled upon this masterpiece. Pros: The game has alot of challenges. You have to clash with street gangs, you have to survive crime waves (which are really difficult) and you have to combat all sorts of crimes, basically. You can build your entire police department from scratch and customize its equipment. After dispatching officers to the call, you can watch your officers handle calls (automatically) based on the policies you gave them. You can choose whether cops are going to be chill or aggressive. You also chose whether you want punishments to be strict (arrests) or lenient (warnings, fines). Cons: I don't really feel enough ambience in the game and the game also tends to get boring after a bit. The game has a few bugs (example: Fleeing suspects sometimes disappear out of view, even though officers are catching up the suspect being chased.) Conclusion: The game is really great.
