The "developer", Hede (he's using another shell account, he thinks that can better hide his identity to mislead gamers and the powers that be, but his garbage games can be tracked by smell alone) paid for/pirated someone else's example/template/tutorial game, changed the name/reskinned a couple of things, and submitted it to Valve as if it was their own game. It's modus operandi for Hede, another stolen 3D model/asset dumped on a stolen hidden object game template, this time a harbour. It doesn't matter what the assets are or the games are, because these games don't exist on Steam for the purpose of being sold as games for gamers.
Hede have shown a repeat pattern of unethically dumping other people's work onto Steam as a cheap, nasty cash grab, and for more sinister reasons, through this account and through closely linked shell accounts. Here's some examples so you can see for yourself:

Taking this shovelware seriously as if it was a genuine attempt to make a game, it doesn't meet basic minimum requirements that most PC gamers expect as standard.
There's no options to change the resolution for the game or customise the graphics settings. There's no way for gamers to ensure this is running at the native resolution of their displays... there's no guarantee this game will look right on any PC as a result of this hamfisted design decision. There's no way for gamers to try improve the low quality graphics.
The controls can't be customised because the game has such a dumbed down, simplified interface that it's just iPhone screen tapping stuff. The fact that the interface is this dumbed down might be seen as a problem in itself, however... this is a fairly shallow experience if you're the kind of gamer that likes to play games with deep, rich control schemes and interaction. You'll get none of that here.
For all intents and purposes Hidden Harbor Top-Down 3D might as well be a mobile app, it has the same limitations and dumbed down qualities. It's impossible to recommend such a game to PC gamers. We don't spend all this money building gaming rigs so we can pretend they're iPhones and play games that might as well be mobile apps.
These technical defects push this game below acceptable standards for any modern PC game.
It's also important to note the "developer" here has connections to a number of shady Russian asset flippers and review manipulators who show an organised pattern to scam and defraud gamers with fake reviews and asset flipping the work of others for profit. While reviews are about the games, gamers should be informed when developers act unethically. Whether these connections are the same developer using multiple accounts, or just working closely with other unethical developers, gamers should be warned about the harm to gamers by this developer and their associates. Buying games from unethical developers puts your money at risk.
The game contains stock/store assets/libraries/packages, but the "developer" here hasn't credited the people who actually did the work for the game. In some cases (like the sound assets from FreeSounds) this breaches the license agreement the developer signed for the use of those assets. Worse, some of the assets are licensed under a [b]NON-COMMERCIAL AGREEMENT[/b], they cannot be used on commercial products, but the developer is violating those licenses [b]FOR PROFIT[/b]. This is not just a contractual/license breach, in many jurisdictions this is a breach of criminal law. Claiming credit for the work of others as well as breaching software licenses and breaking the law is highly unethical.
Hidden Harbor Top-Down 3D has the completely insane price of $100 USD, which is incredibly suspicious, higher than AAA pricing for an asset flip shovelware scam game. Why would the "developer" put such a high price tag on an asset flip with no true value as a game? There's no direct proof for this, but it's entirely possible this game is priced this way for money laundering or other criminal purposes. Hede frequently does this with all of his asset flips. Higher prices allow more money to move with fewer transactions. Valve have previously banned developers for running money laundering scams. While there's no direct evidence in this case, it's highly suspicious and gamers should be wary. Given the defects and quality issues with the game, coupled with the unrealistic price, and the questionable ethical nature of the developer and/or their associates (as outlined above), this is impossible to recommend.

They're all written in either Russian or broken English, appear at almost exactly the same time, very shortly after the game launched on Steam, all have a direct Steam purchase of the game, and the accounts are used consistently to write fake reviews for asset flips and other cash grabs/scams. The "Positive" review score on this game should be disregarded due to this blatant, unethical review manipulation. This is done to deceive and scam gamers into paying for a bad product.

This is usually caused by poor sales figures and low community acceptance for the game (to date). Until this status changes, this game will not give you +1 to your Game Collector badge count, appear in profile achievements or any other Steam meta-accomplishments, nor can it be displayed in some profile showcases. If these factors are important to you, it may be worth holding off before buying this game.
