One of the worst games of this year. Devs have no idea what game design and meaningful choices are.
Agenda is an enjoyable and fast strategic resource management game - unfortunately (for it's fame), it suffers from a lack of explanations (devs are currently working on these), wrong expectations and (not so much) a few bad design decisions. Here's what I liked and disliked about it on my first playthrough: PRO:

it looks cool... dark, simple, never hurting my poor coder eyes
it kept me busy... very short waiting times, a lot to do
it surprised me... because the world is changing dynamically all the time
it made me wonder... because many aspects are not obvious at a first glance
it made me decide... "make friends or supress their media? - destroy their military power or let them wage war?..."
it made me balance pros and cons... long term effects vs short term effects, faster route to victory or less suspicion?
it made me do only useful stuff... no minigames, sidequests or stuff like that - the game concentrates on what it is
it is mean/political... be the people's benefactor (gain influence, lull them, control them), send troops to fight terrorism (well, actually only to decrease military power) etc.
responsive developers
CON:

sound is sometimes really quite harsh and repetitive
many things are left unclear - I usually enjoy finding out by myself, but some more explanations would be good for this game (the devs are currently working on this issue, though)
you need to click unnecessarily often - really, some things could be solved with one click instead of two... or I'd like to automatically conduct the same operation until my goal is reached, instead of manually starting it again
some regions are very small (Britain and Japan) and hard to click on when you're zoomed out and got several operations running in there
it's hard to keep your eye on everything... that might be (positively) considered a challenge, however
Since there are lots of negative reviews, here are some comments on their points:

there is difficulty - perhaps not on the easiest setting, but the higher difficulty settings made me struggle (and restart)
there is replayability - because you can choose different strategies (and goals, that is trying to reach the different achievements)
the "skilltree" proved quite useful to me, at least the financial, media and military skills (didn't try the others, yet)
money is not necessarily short while all the other resources are abundant: it really depends on how you play/skill etc. (on my first playthrough, I got more money than anything else... on my first attempt at higher difficulty, I failed because of a lack of money)
perhaps in some cases it's just not sufficiently obvious what the use of certain skills or operations is? I certainly wouldn't have found out how to use them in less than an hour (meanwhile I got a far better idea, but also some questions even after 2.5h)
the interface & font sizes seemed ok to me on 1920x1080, definitely bigger than in Crusader Kings / Europa Universalis :P (I meanwhile tried 1280x1024, too, and that's really a bit uncomfortable, I admit)
I'll definitely replay, on high difficulty, trying a different approach, probably going for some achievements - and with more than 2.5h in, I'd say it's already worth its price
Agenda seems to be a good concept done too simply and perhaps a bit too costly (too us gamers that is). Agenda attempts to, or at least I believe attempts to, combine the operational aspect of simulators like Evil Genius with part of the format of Plague Inc. This concept is done somewhat well but has some flaws. 1. Known bugs. I know its 2016 (state of the industry ect.) but better QA should have been done. I know part of it may be language related BUT a lot of the UI stuff should have been ironed out. Especially how sensitive the buttons are. Click the wrong place on a button and you exit the window. Speaking of Windows this seems to be only available for Windows 64 bit systems which the Dev forgot to put down which may make some users mad. 2. Goals for Regions and methods aren't so clear from the tutorial. The whole point of the game is to keep each region's power level at or just slightly above what needs to be in order to ally. This was not made entirely clear and thus may be the point of some other reviewers' frustrations. 3. One thing that is a legitimate universal complaint is the simplicity of it. Some things such as an opposing force and region specific mechanics are things that make Plague Inc. such a good game and I would advise the Devs to take note as this seems to be a very valid concern. To that end, adding events (such as those adding to or decreasing exposure or influence) would also be helpful as well as notifications as to changes in each region's desire BEFORE they break off the alliance. Furthermore, some difficulty should be added to areas other than the exposure influence mechanic. 4. Considering Number 3, this game is to expensive and is liable to create some upset people who were either expecting something closer to Plague Inc., or something closer to a political simulator. I got this on Week1 Sale but it still seems a bit steep for the content. Here's to hoping for free content updates. All in all this seems like an interesting concept but feels somewhat rushed. I would recommend it for diehard fans of the Plague Inc. type game or those nostalgic for Evil Genius type action but I would WAIT for it to fall to 5.99 USD or somewheres around there before buying it. Maybe around the holidays.
Однообразно и скучно...
Although the game itself in its current state isn't completely refined, it was an enjoyable experience to play. Pros

Great concept and idea.
Great points based leveling up system.
Great GUI that sells the game well.
Cons

Actions seem copied and pasted in some cases and you can feel at times like you're not making massive changes.
No multiplayer at this time.
Conclusion, the game does an amazing job of making you feel like some top secret entity controlling the world from the shadows but sadly loses it's strengths when it comes to the actions you take and their reactions. Actions can seem like they've been pulled from a template and just changed some numbers and values. like
start operation -> Resolve operation -> Message pop up -> stats change.
The game itself is quite enjoyable though and I would say I have gotten back a reasonable amount of play time and fun from just a few hours of playing it. Yes, it has its faults but the developer is actively changing and adding to the game and it seems to be going in a nice direction. The game that pops into my head as a comparison is...

Plague Inc, It's UI and some game mechanics have more than a few comparisons to be made.
The game concept is intelligent and intriguing, remind something about modernal Political Ciences, Bourdieu conception of symbolic, cultural and material capital and sociological concept of Agency (Latour), making the game a real lesson of politics in a globalized and corporative world. The game, although, have problems in playability: - Economy (material capital) rules everything in the game, what make some sense, but in the game it's very hard to adquire this sort of resource, despite politic and technological domination in thir part of world, what don't make much sense. All resources in political science should complete a superestrututal system of domination (Marx), so all is correlated. Must have a balance of power between the resources - Globalized world does not know frontiers, so don't make much sense those ingame territorial limits - Military, Sciences and Media is less important than money in operations, what turn these resources useless - Objectives could variate, like, for example, economic domination, military superpower or media totalitarist government For now, it's a great idea and a big project to think and make, but not a full playable game. But deserve our credit, and i hope it become a great game.
There's no challenge in this game
