The Outer Frame is about information. Here your notebook is your inventory. Names, locations, codes, phone numbers, every piece of intel you find gets written on your notebook.
So you can use them to fill action plans, database search bars, wiretap phone lines, enhance your crazy board to get "ideas", and send the orders that'll shape the fate of everyone and everything involved.
The game is about gaining intel, and using it to your advantage against the clock. You decide how to get it, and how to use it.
