Steel Hail is a 3D Top-Down Traversal Twin-Stick Shooter with solid basic mechanics, fun art style, and good game feel, but is hindered by a lack of polish, some indie jank, and a number of bad design choices. The game has a solid shooting feel, with a simple but fun art style. You play with a default weapon, but can pick up other weapons during a level with limited ammo. You also have a dash mechanic that doesn't provide invincibility frames, and a lock on button. The game also provides a simple progression system to make yourself more powerful. The fun of a twin-stick shooter comes from aiming your shots and destroying enemies, while avoiding enemy projectiles. And the game starts off with that kind of gameplay style. However, the game introduces difficulty in a very unfun manner. First of all, the game has a 3 start rating system that focuses exclusively on completion speed. This means if you want to engage with the system, you have to play an avoidance play style, which is not as fun. Second, the progression system is very one-note. You just upgrade your stats like health, shield, damage, etc. There's no creativity. The progression system also renders levels that were previously challenging into an easy lawn mowing. Additionally, some enemies fire projectiles that are too fast to react. Instead, you have to anticipate them and move in a steady or rhythmic way to avoid them, while also avoiding other projectiles. This makes the dashes and shield more valuable, but it's also a less fun gameplay style. The game also introduces some tower defense sections were you have to survive for 10 minutes. And I would just skip them, but they are a good currency farming source. Very late in the game, when you equip some legendary perks, you become so powerful that using other weapons simply nerfs you. So you learn to avoid them. However, beneath all these bad design choices in my opinion lies a solid game. If the developer makes the rating system about destroying all the enemies, remove or enhance the tower defense segments, make the progression system more engaging and diverse, and change the enemy design of very fast projectiles to be more focused on simple avoidance, the game can reach much better heights.
