Gotcha Gotcha Games will soon be shutting down and deleting the RPG Maker forums, erasing a decade and a half of user made resources, tutorials, and assets for the wider community to use and learn from. I don't recommend anyone purchase their releases because they show so little disregard for the community and its history.
The stuff legends are made of. Surprisingly, you can do a lot of things with it, even by today's standards.

Spend over 40 hours making a game jam submission last month and was really surprised how better, easier and more stable this older version of RPG Maker from 2002 is compare to RPG Maker VX Ace when I attempted to make an RPG game back in 2014.
Don't recommend for windows 11-10 users after the 3-5 time you use it it will not let you do anything when you test run it
It's fun. It has secrets. I'm gonna review this every 100 hours. HOUR 100- I think I got the basics... HOUR 200- I tried to build a custom engine on top of RPG2k3. It is angry...
