I'm not really sure if Restaurant Tycoon is an asset flip. It is a product from a known asset flip scammer. This looks like they may have just stolen/"appropriated" someone else's low quality game/homework assignment. Some elements of this game certainly make it seem like the developer put some effort into assembling some kind of original here. There's no evidence, so we need to give some benefit of the doubt, but the developers prior history of intellectual property, license violations and outright plagiarism is a cause for concern.
Regardless, asset flip or not, the quality here is indistinguishable from many asset flip/cash grab scams, and that's a problem in itself.
This time it's a really bare basic tech demo of a restaurant simulator and it's bad, really bad. A lot of the game menus aren't even worded properly, the game barely works at all, and you can see from the graphics in the screenshot that this took about 5 minutes with MS-Paint to do all the visuals for the game. But they're charging cash money for this garbage.
My Way Games/Zkolibre Studio have shown a repeat pattern of unethically dumping other people's work onto Steam as a cheap, nasty cash grab, through this account or through closely linked/alt accounts. Here's some examples so you can see for yourself:

Taking this shovelware seriously as if it was a genuine attempt to make a game, it doesn't meet basic minimum requirements that most PC gamers expect as standard.
The visuals in this game are a complete joke, it's seriously just a bunch of MS-Paint sprites/images that look like they were lazily scrawled out over the space of a couple of hours. Like, with the mouse, it doesn't look like they even used a Wacom tablet or anything. It's so bad even pixel "art" would look better than this. Pure MSPaint. It's unclear if this is due to lack of budget to arrange someone who can create graphical assets properly, or lack of talent, regardless, the overall visual quality of the game is extremely low, enough on its own to deter gamers.
While there are options to change the resolution for the game, all this does is scale up the simplistic 2D art assets used to make the game, which makes little or no difference to the graphics quality. Without any other substantial graphics tweaks, it's not possible for gamers to improve the lacklustre 2D visuals.
The controls can't be customised, which will be an annoyance for many, but it can also render the game unplayable for differently-abled gamers, left handed gamers or gamers using AZERTY or other international keyboard layouts.
These technical defects push this game below acceptable standards for any modern PC game.
The poor quality of this game is reflected by how many people spent time with it. At the time of this review, SteamDB shows the all-time peak player number was only 2 players. This is a remarkably low number, and now, the only player activity occurs once or twice a month, presumably someone loading it up to see what it is then quickly uninstalling it. Considering there's over 120 million gamers on Steam and well over 100,000 games for gamers to choose from, the overwhelming lack of interest in this low quality game is to be expected.
It's also important to note the "developer" here has connections to a number of shady Russian asset flippers and review manipulators who show an organised pattern to scam and defraud gamers with fake reviews and asset flipping the work of others for profit. While reviews are about the games, gamers should be informed when developers act unethically. Whether these connections are the same developer using multiple accounts, or just working closely with other unethical developers, gamers should be warned about the harm to gamers by this developer and their associates. Buying games from unethical developers puts your money at risk.
So, should you buy this game? Is this one of the best of the 100,000+ games on Steam?
Restaurant Tycoon is relatively cheap at $5 USD, but it's not worth it. Given the defects and quality issues with the game, coupled with the unrealistic price, and the questionable ethical nature of the developer and/or their associates (as outlined above), this is impossible to recommend. This is also competing with over 14,000 free games available on Steam, many of them far better than this paid product.
