Party Panic is buggier, less polished, has floatier movement, only 30~ minigames (with some feeling same-y), and 4 boards for the board game mode. The board game mode feels like an afterthought, which it sort of is since it was added post-release. The boards are small and don't have much going on in them and don't really have any interactive features like you'd see in other games in this genre. I ran into many bugs in the few matches I played, including desync, inputs not registering during minigames, getting stuck, and falling out of maps. Oh, and achievements seem to be bugged, at least the ones for playing your first game and playing a game online. There are very few settings and you can't access them during a match, so have fun if your camera sensitivity is way too high. There aren't any graphic settings other than overall quality presets and one "Camera Effects" setting that disables chromatic aberration (thankfully). Pummel Party on the other hand has 54 minigames, 8 boards with unique interactive mechanics on each, and Steam Workshop support with over a thousand user-made minigames and boards at the moment. Movement doesn't feel floaty there, and I've never encountered any noticeable bugs or desync. Just play that instead, or Mario Party online through Dolphin Emulator (look up "Mario Party Netplay").
