Game started off pretty rough – but unlike most games, it gets progressively better the further in you are. Largely due to some mechanics starting to "click". Partly due to more interesting writing and story sequences. Some things that made it drag early on though, were:

Excessively long cutscenes and dialogues (a trademark of any Kojima game). Did you know there's 5 hours and 30 minutes of cutscenes?
Boring early levels. Finishing the tutorial rewards you with retreading the same area with little change. It's just as boring as the first time you went through it.
Poorly optimized: 30-60 FPS at medium settings.
Clunky movement. Your walk carries momentum and thus controls can feel unresponsive when there's something specific you're trying to do. E.g., interact with something, walk over an item, or go into cover. This is an issue the entire game – it never gets easier.
Tutorials don't hammer home core mechanics hard enough, and clunky controls discourage you from learning those mechanics naturally.
CQC, Hold-ups, Camo Index, and Non-Lethal Kills on bosses are essential for a good – and IMO the intended – experience. Yet given the clunkiness (and occasionally misleading tip), I often avoided stealth mechanics other than swapping camos and using the occasional suppressed tranq – until I reached the third boss. That's roughly 20% through the game. It kinda sucked. Successfully beating that boss improved my morale and I felt motivated to experiment and learn those mechanics again. The game got significantly better as those mechanics finally clicked. As if rewarded by Kojima himself, the game also stopped spouting so much exposition. Controls are still unreasonably unresponsive and clunky though. Sometimes I would ADS just so I can pivot easier – as if I'm playing RE4 in 2005 again with its tank controls. Fun game though.
