[i]VPN Simulator[/i] delivers exactly what you expect... it's brainless clicker. This one seems to be a deliberate joke game, it's not much of a clicker at all, more of a counter, because it's not really about upgrading the rate at which you click. Instead, you can connect or disconnect your virtual virtual private network (this is not a real VPN product and doesn't have any functionality, in case anyone thinks it might).
Choosing different countries gives you a different wallpaper... that seriously is all there is to this, it's hard to describe this as a game, but that's kind of the point... this is jokeware, insincerely dumped on Steam as a joke.
For gameplay purposes, because the user interface for this game is mostly just 2D static text/images... it might as well be a web page. It's functionally no different from a browser game. And we all know, Steam isn't here to compete with Chrome and Firefox. If the game can be done in a web browser, it's just not rich or compelling enough to appeal to serious gamers on PC.
The technical execution of this game is shallow and simplistic, just enough to tick the boxes required to get something (anything) published on Steam, rather than investing the huge amount of effort and budget needed to create a fully fledged, comprehensive, high quality product. This feels like a tech demo more than a full game.
The game features really lacklustre 2D visuals (does the developer not know 3D graphics became mainstream in the mid-1990s?). Gamers don't spend thousands of dollars on gaming rigs and the latest 3D graphics cards to play 2D games. Even mobile phones and game consoles can do 3D graphics now. There's no excuse.
Now on to pricing and value for gamers.
This is "free" enough (not every "free" game in the "free" section is truly free, there's usually some hidden price tag), at least you won't be expected to spend any more money after you download this, but just because something is free doesn't mean it's good, and the cost of a game is more than just financial, your time is valuable too.
Even as a free product, this couldn't find an audience. With a peak of [b]only 4 users[/b], it's clear the Steam community took one look and walked away. They literally couldn't pay people to spend time with this.
Given that this free title won't increase your game collector count, is it worth your time to add it to your library?
Nope. This isn't worth downloading. I didn't pay money, but I still feel ripped off. This is a waste of space on Steam.

Because this is more of a "joke" game, intended to draw attention from controversy or in the hopes of going viral because it's "so bad it's good" (but it isn't good at all), there's nothing here to offer to serious gamers. As usual, with most awful/joke games, all the comedians come out of the woodwork. The vast majority of the reviews for this game are joke reviews, mocking the game for just how bad it is.
The comedians give us the usual "this game cured my cancer, saved my marriage, changed my life" story... sarcastic, but not useful if you want to know if the game is worth it. Because most of the reviews are as insincere as the game itself is, the positive review score for this game should not be considered an accurate representation of the quality of the game.
