"Neon Outlast" is what happens if you take a ton of Unity assets, put them together without much thought and release the result as a "game". Just look at the stuff they used:

Amplify Color - https://assetstore.unity.com/packages/vfx/shaders/fullscreen-camera-effects/-1894
Beautify HDRP - https://assetstore.unity.com/packages/vfx/shaders/fullscreen-camera-effects/-165411
Behavior Designer - https://assetstore.unity.com/packages/tools/visual-scripting/-15277
Control Freak 2 - https://assetstore.unity.com/packages/tools/input-management/-11562
DOTween - https://assetstore.unity.com/packages/tools/animation/-27676
Emerald AI - https://assetstore.unity.com/packages/tools/ai/-40199
GeNa 2 Terrain & Scene Spawner - https://assetstore.unity.com/packages/tools/terrain/-127636
Magic Light Probes - https://assetstore.unity.com/packages/tools/utilities/-157812
Modular Shooting Range - https://assetstore.unity.com/packages/3d/environments/-210291
Suburb Neighborhood House Pack - https://assetstore.unity.com/packages/3d/environments/urban/-72712
The Vegetation Engine - https://assetstore.unity.com/packages/tools/utilities/-159647
Ultimate Character Controller - https://assetstore.unity.com/packages/tools/game-toolkits/-99962
Ultimate Spawner - https://assetstore.unity.com/packages/tools/ai/-156626
... and that's just what I was able to identify - there's certainly more. These are all high-quality assets no doubt, but the result is a half-baked, boring mess that's way too expensive even at the rather low price. First off, there's not even a title screen or menu. You get dumped into a shooting range (guess the asset from the list above!) with poor lighting where you can buy weapons. At least in theory; you don't really have enough money to start with so you can pick up some ammo at best and then move towards the exit. You'll be greeted with a black screen because loading screens are overrated and suddenly you are in a rather strange looking city at night. The city is more like one house pasted together a thousand times and was likely created using Newgen: Sci-Fi Slums by ReversedInt but I'm not 100% certain. Lighting is terrible, you can't see anything beyond about 5 meters, and that's a problem because there are enemies who shoot at you. And even if you manage to spot them they'll shoot you to shreds within seconds. You can of course try to shoot back but because everything is so dark and hit detection is poor you'll likely end up dead before killing even the first bad dude. There's also a timer working against you. And once you die you'll be returned to the shooting range without fanfare where you supposedly can buy better weapons with all the cash you made from the last attempt. Needless to say I never even killed one "terrorist" so that plan didn't work. I get that the game is supposed to be challenging but it's not because it needs skill but because everything is cobbled together so poorly. If you can barely make out your opponents, let alone kill them before they kill you, what does that have to do with skill? Add that to the general lackluster presentation and lazy design and you get "Neon Outlast", a complete mess of a game because just using good assets simply doesn't mean your game will be good as well.
