As I type this, the game is on sale for $3. Easy recommend for just about anyone.
At the bog standard $30 price tag, I'd trim that down to those who like looter shooters.
You'll hear and see a lot of people in both the reviews here and youtube reviews saying the atmosphere is better in the first game, this is sort of correct but slightly misleading to newcomers. This game takes place 7 months after the first and it's summer now. This means that society has had 7 months to backslide even further into anarchy and depravity. The world feels more empty because New York City during the first game was still hopeful about life going back to normal; but it never did and things got even worse. The population is now solely focused on survival post United States as they see it; and you'll pick this up as you meet certain characters. This means settlements are the only relatively safe place for civilians anymore and even then resources are scare and the only people you run into out in DC are hostiles or patrols/scavenger parties from settlements. I think this is why most people say the atmosphere is better in the first game, you run into more people just wandering the streets and yelling at you from apartment windows, NYC still feels lived in as opposed to the depraved, dirty, and depressing emptiness of DC. Neither is better really beyond your personal opinion, they're both just products of the timeframe of the setting. The cover controls are love it or hate it and performance is ok, insert "Works for me TM" award here. The bulk of the time you'll spend playing is build crafting and gear farming after you hit max level (40 with DLC, 30 without). After that it's pretty much battle pass grinding, darkzone, incursions, exotic farming, and the battleground mode called conflict.
