The most likely explanation for this is when someone who isn't a professional game developer tries to shortcut the process by using a pile of pre-made assets. Without the talent to actually design a game, they just push this kind of junk as fast as they can onto Steam Direct, resulting in a product that doesn't hold much at all in terms of quality or interest. They tried to use these assets to make a PvP "car brawler" type game but couldn't really work out how to do it, and given the poor quality asset flip nature of this garbage, and the way it was dumped on Steam in a barely working, mostly broken state, it's no surprise people didn't get into it. Gameplay is mostly just driving around and trying to escape the police, but it barely works and the controls handling polish is non-existent so this basically is awful to try play. And why does this need integrated AI slop chatbots? Don't ever communicate with unknown chatbots... you never know what they're sharing about your conversation and what other data the developer is providing about you to the chatbot. This is a serious privacy risk. This game is essentially a bunch of other people's stock assets rearranged and kitbashed into a "game", so with those "borrowed" assets, at first glance it looks okay. But there's much more to a game than the appearance that other people's game assets can provide. When developers aren't capable of doing their job and creating high quality assets, it's also true they can't do any of the rest of the job of a game developer either, and it shows here. The game is really simple and unambitious in terms of implementation, more of a tech demo or one of those cases where an amateur developer spends $100 to publish something on Steam Direct to see if it's possible. Yes, obviously it's possible. A proof of concept, tech demo, or something that's less than a little blip on the radar isn't offering anything truly valuable to gamers. Despite not being in Early Access, it's obvious this is an incomplete product. Developers have an obligation to deliver complete, not partially done products to gamers, that shouldn't be controversial. Whatever the excuses may be, it does no service to gamers for incomplete products polluting Steam like this. It makes it harder for gamers to find complete games, and it makes it harder for ethical developers who do the right thing to find their audience. This game is fairly dated at 8 years old... and even back then it looked old and busted compared to contemporary, professionally made 3D games of the same period. It looked bad then, it looks worse now. On the important matter of pricing and value for gamers, there's a lot going on here with monetisation, so this really shouldn't be considered a truly free product because of that. There's no initial download price, but the developer was charging $4 USD for this. Price barriers, especially on low quality products, can be a direct cause of failure. It seems like a nice gesture for the game to have no up-front cost anymore, but it also tells us that the game wasn't good enough to succeed as a paid product. This is also a bit of a slap in the face to anyone who showed enough questionable judgement to pay money for this... nobody got refunded. You're also expected to pay up $5 USD to buy cosmetic DLC. Clearly the developer set out to profit from making this game and locking content, even cosmetics, behind DLC while still pretending the game is free is somewhat misleading to gamers. Despite having no up-front cost, this failed to appeal to the 130 million+ gamers on Steam. SteamDB shows this peaked at [b]only 9 concurrent players[/b]... this is a dismal public reception. This was so bad they couldn't even give it away. All other issues aside (any of which would disqualify this from being worth your time), this is a game that relies on other players for it to be viable, and because there's not enough players, it's not viable. I can't recommend anyone downloads this, it's basically dead. The use of AI slop is a direct insult to gamers and real, ethical content creators and artists everywhere.

Just how I remembered GTA. Honestly I love the physics, it makes me laugh everytime the police end up going flying after hitting a mine or my friends go flying after hitting each other sometimes, great game.
