"The Van of Justice" is a badly made third person brawler where, as a victim of bullying, you enact revenge violence against the school and people in it, ultimately planting a bomb to destroy the school. While this was clearly tongue-in-cheek, glorifying violence and horrific events for profit, as the developer here tried to do, is absolutely harmful and disgusting, and very poor taste.
In terms of visuals, this features fairly low quality low poly 3D graphics which will deter a lot of gamers, understandably. Gaming is a visual medium, and while some developers struggle with creating high quality visuals, failing to do so is a disservice to gamers. It's very difficult to recommend bad looking games.
It's free... now, but it wasn't before. The developer was charging $2 USD for this.
Price barriers, especially on low quality products, can be a direct cause of failure. It's a nice gesture for the game to be given away for free, but it also tells us that the game wasn't good enough to succeed as a paid product. It's also a bit of a slap in the face to anyone who paid money for this... nobody got refunded.
Despite having no up-front cost, this failed to appeal to the 120 million+ gamers on Steam. SteamDB showed the game peaked at only 3 concurrent players... this is a dismal public reception. This was so bad they couldn't even give it away.
Bearing in mind that free games don't add +1 to your game collector count, should you bother adding this to your library and downloading it?
Nope. This isn't worth downloading. There's no financial cost up-front, but you'd still be spending your time and a little hard drive space on a product that's far from the best. There's thousands of better alternatives on Steam.

As usual, with some of the worst games on Steam, all the comedians come out of the woodwork. The vast majority of the reviews for this game are joke reviews, mocking the game for just how bad it is. The comedians give us the usual "this game cured my cancer, saved my marriage, changed my life" story... sarcastic, but not useful if you want to know if the game is worth it.
Because most of the reviews are humorous but also insincere and not reflective of the actual quality of the product, the positive review score for this game should be taken with a grain of salt.
